Job Description
Overall responsibility
The overall responsibility for the position will be the management of the Human Resources and Administration function including formulation, review, and implementation of human resources and administration policies and procedures that ensure the Agency is resourced with professional, competent, and motivated employees to carry out the Agency’s mandate.
Duties and responsibilities
• Develop, review and implement human resource and administration systems, policies, and procedures that support realization of goals and objectives.
• Develop the human resource strategy and maintain manpower plans to support business plans in line with the overall organization strategy
• Coordinate the Board’s training and development activities so as to support staff development, career progression, talent management and succession planning.
• Ensure the organization is adequately resourced by professional and competent staff.
• Oversee the development and review of the organizational design in line with the strategic plan
• Coordinate the review of human resource policies and procedures in compliance with the applicable legislative framework and best practice.
• Manage the recruitment and selection process to ensure that the Agency is adequately resourced with the right calibre of staff.
• Develop and implement employee rewards and benefits in line with the relevant guidelines.
• Oversee development and implementation of effective performance management system
• Coordinate the staff disciplinary process in line with the policy.
• Administer employee and industrial relations for the organization to ensure harmony in the work place.
• Ensure effective office security measures, records and transport facilities management.
• Development of work plans and budgets for the division
• Coordinate timely implementation of all HR programs to achieve the intended objectives
• Any other duty that may be assigned from time to time
Job requirements
Applicants will be required to be holders of:
• Bachelor’s Degree in Human Resource Management, Business management, commerce or equivalent qualification from a recognized Institution;
• Post Graduate Diploma/Higher National Diploma in Human Resource Management from a recognized institution;
• Management course lasting not less than four (4) weeks
• Membership to a professional body
• Project Management Training
• Human Resource Leadership Course
• Certificate in Counselling
• CHRP course or exemption certificate.
• Have at least a minimum period of Ten (10) years relevant work experience Five (5) years of which should be in a supervisory position.
• Experience in water sector will be an added advantage
