Job Description
Under the supervision of the Country Director (CD), the Program Development and Communications Coordinator is a central figure within the Extended Senior Management Team. The position focuses on fostering quality programming, growth, and external communication of the IRC’s work in Somalia. These efforts are designed to expand the organization’s reach in the country to support marginalized populations and provide critical support in hard-to-reach areas. The Program Development and Communications Coordinator will coordinate with the CD, the Deputy Director for Programs and the grants unit in continuing to build strong external relationships and focus on enhancing the country program’s visibility.
KEY RESPONSIBILITIES
1. Program Development:
• Work closely with the CD, DDP and technical coordinators to generate and implement business development plans to achieve the strategic aims of IRC Somalia as laid out in the country Strategic Action Plan (SAP).
• Lead the identification of new programming opportunities investigate and track funding opportunities to maintain/expand existing programming and support new programming aligned with IRC strategic priorities.
• Develop and maintain working relationships and coordinate with relevant institutional and private donors as well as international and local agencies. Liaise with donor counterparts and identify linkages between organizational objectives and donor strategies by monitoring, research and analysis into donor strategies.
• Represent the CP/participate in donor/NGO events and provide feedback to relevant staff.
• Coordinate with technical coordinators in developing and adapting programming ideas in across all sectors in support activities in existing and new geographical areas.
• Develop and streamline business development processes and templates to promote efficiency and support to field offices; administer and maintain accountability for business development processes.
• Oversee the development of tools that will enhance IRC's capacity to successfully bid on competitive solicitations.
2. Proposal Development:
• Take the lead of proposal development/writing with support of the Grants and program teams to ensure high quality concept notes and proposals are developed and submitted.
• Coordinate with technical sectors in the development of quality, logically constructed proposal inputs.
• Provide guidance and support in relation to programmatic assessments and surveys.
• Conduct regular desk reviews with the aim to inform proposal/concept development initiatives.
• Ensure all key components and deadlines of funding proposals are identified, understood, and incorporated from beginning of proposal development to submission.
• Carry out quality control review on all funding proposals, and solicit feedback (CD, DDP and/or HQ staff) in a timely fashion when required.
• Enhance IRC Somalia’s profile among relevant stakeholders: donors, national and local government partners, international and national NGOs, etc.
3. Communication and Information Management:
• Assist in the development and implementation of the IRC Somalia visibility and communication strategy and guidance.
• Coordinate with sector leads to obtain quality footage and stories of IRC Somalia programming, both in support of IRC Somalia communications objectives as well as those of donors and other partners.
• Coordinate with the regional communications focal point in supporting broader communications strategies, potentially liaising with communications focal points from other country programs.
• Assist in the dissemination of content through social media, intranet, reports and other channels of communication.
• Support the program teams to establish appropriate knowledge and information management systems are in place to support program quality, communication and reporting.
• Coordinate the collection of documentation and lessons learned exercises.
• Work closely with technical units, grants and program teams to identify communication needs, donor visibility requirements and information materials (e.g., capacity statements). Once identified coordinate development of materials.
• Other responsibilities as assigned by the supervisor.
Qualifications
Education:
Master’s in international development or related subject.
Experience:
• At least 5 years of experience working in grants management and/or business development in a multi-sectoral and multi-donor funded programs environment.
• Demonstrated strong experience in donor reporting, with very strong English writing and editing, and critical analysis skills.
• Strong ability to communicate concisely and with impact.
• Should be a strong collaborator with effective interpersonal skills.
• Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced operating environment.
• Must have a proven track-record of proactively identifying and communicating potential problems and proposing solutions.
• Must be able to function effectively in a complex work environment and to set appropriate priorities and deal effectively with competing priorities and pressure
