MANAGER SUPPLY CHAIN MANAGEMENT (JOB GRADE KFC 3) – JOB REF NO:
KFC/HRA/MSCM/2021-1 POST
(a) Job Purpose
The Supply Chain Management Function is anchored on the provisions of Public Finance Management Act
2012, Public Procurement and Assets Disposal Act, 2015 and regulations.
The Supply Chain Management Officers assist the Commission to achieve its strategic goals through
implementation of efficient and effective systems of acquisition of goods, works and services, as well as
disposal of assets.
The officer will report to the Chief Executive Officer and will be responsible for:
i. Developing and coordinating the preparation of annual procurement and
disposal plans and their implementation;
ii. Provide advisory/professional opinion on procurement matters to ensure
compliance with the Public Procurement and Asset Disposal Act 2015;
iii. Coordinating procurement and disposal activities in the Commission;
iv. Maintain and continually update the list of registered suppliers;
v. Prepare, publish and distribute procurement and disposal opportunities;
vi. Co-ordinate receiving, opening and evaluation of Quotations, Bids, Tenders,
Proposals and Expressions of Interest;
vii. Carry out procurement and disposal activities in accordance with the Public
Procurement and Asset Disposal Act 2015, KFC Procurement Manual and
Policies;
viii. Review and Maintain of all records of purchased goods, works and services,
including costs, deliveries and inventories;
ix. Undertake Market research, surveys and analysis;
x. Monitor contract management;
xi. Maintenance of optimal stock levels and carry out quarterly and annual stock
take;
xii. Verifying payment documents for goods and services;
xiii. Providing support to end users on procurement guidelines;
xiv. Providing secretariat services to the procurement committees which maybe
constituted by the CEO; and
xv. Preparing statutory reports to PPRA and other relevant Government Agencies.
(b) Person Specifications
For appointment to this grade, a candidate must:-
i. Have a minimum of ten (10) years’ relevant work experience, five (5) of which should have been in a
management position;
ii. Bachelor’s degree in any of the following disciplines: - Supply Chain Management and Logistics,
Purchasing and Supplies Management, Procurement and Supplies Management, Procurement,
Commerce (Supplies Management Option) Business Administration (Supplies Management option)
or equivalent qualification from a recognized institution;
iii. Master’s degree in any of the following disciplines: - Supply Chain Management, Logistics and
Supply Chain Management, Procurement, Business Administration (Supplies Management Option) or
equivalent qualification from a recognized institution;
iv. Member of the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Supplies in
good standing;
v. Certificate in Management Course lasting not less than four (4) weeks from a recognized institution
vi. Have demonstrated results in work performance; and
vii. Meet the requirements of Chapter Six of the Constitution.
INTEGRITY CLEARANCE:
In addition to the qualifications set above, shortlisted candidates will be required to provide copies of clearance
certificates/letters of good standing from the following;
1. Ethics and Anti-Corruption Commission (EACC).
2. Criminal Investigation Department (CID).
3. Kenya Revenue Authority (KRA).
4. Higher Education Loans Board (HELB).
5. Credit Bureau Reference.
TERMS OF SERVICE
An attractive remunerative package, commensurate to qualifications, experience and responsibilities and in
line with government guidelines will be offered to the successful applicant. The appointment is on a Four (4)
year contract renewable subject to satisfactory performance.
