ASSISTANT DIRECTOR, DEVELOPMENT AND MONITORING
NAMATA GRADE 4 ONE (1) POST
The role is responsible for providing independent and objective advisory
measures aimed at developing and monitoring business operations and
maintenance of the commuter rail services.
(a) Duties and Responsibilities
Specifically, duties and responsibilities will entail:
(i) Develop a safe, reliable and clean commuter rail transport
infrastructure and business operation;
(ii) Provide technical advice on commuter rail infrastructure and
business operations within the NMA;
(iii) Coordinating the undertaking of research on Commuter Rail
Infrastructure and business operations;
(iv) Maintain safe custody of Commuter Rail Infrastructure and
business operation data for policy decision making;
(v) Commission annual Commuter Rail Infrastructure and business
operation inventory and condition survey;
(vi) Ensuring the Commuter Rail Infrastructure and business
operation assets protection and surveillance;
(vii) Develop and Implement Policies , strategies, standards ,
procedures and guidelines on commuter rail and business
operation programmes;
(viii) Design commuter rail projects and business operation timetables
to ensure harmonization of project deliverables;
(ix) Coordinate commuter rail infrastructure and business operation
department’s projects and programmes;
(x) Facilitate agreements and contracts with other implementing
agencies for commuter rail infrastructure development and
business operation;
(xi) Ensure infrastructure works and business operation are delivered
as per schedule and to the specified quality;
(xii) Identify and provide appropriate learning and development
activities for department’s staff;
(xiii) Facilitate development of projects and business operation
templates, tools and software to manage projects and programmes ;
(xiv) Coordinate development of scope , plans and schedules for the
commuter rail infrastructure projects and business operation;
(xv) Monitor commuter rail infrastructure projects implementation
and business operation;
(xvi) Manage commuter rail infrastructure projects and business
operation risks;
(xvii)Coordinate development and preparation of commuter rail
infrastructure and business operation project reports;
(xviii) Coordinate vesting and transfer of commuter rail infrastructure
and business operation assets from stakeholder agencies to the
Authority;
(xix) Contract commuter rail infrastructure and business operation
providers;
(xx) Develop and enforce commuter rail standards on infrastructure
and business operation;
(xxi) Review training projections for the staff in the department;
(xxii)Prepare procurement plan for the department.
(b) Requirements for Appointment
For appointment to this grade, an officer must have:
(i) A minimum of eight (8) years relevant work experience and three
(3) years of which must be a supervisory position;
(ii) Master’s Degree in in Civil Engineering, Electrical Engineering,
Electronics Engineering, Telecommunication Engineering,
Mechanical Engineering, or any other relevant qualification from
a recognized Institution as an added advantage;
(iii) Bachelor’s degree in Civil Engineering, Electrical Engineering,
Electronics Engineering, Telecommunication Engineering,
Mechanical Engineering, or any other relevant qualification from
a recognized Institution;
(iv) Proficiency in computer skills;
(v) Fulfil the requirements of Chapter Six of the constitution
(vi) Management course lasting not less than four (4) weeks from a
recognized institution;
(vii) Fulfilled the requirements of Chapter Six of the constitution.

- Ethics and Anticorruption Commission (Dully filled and completed
first schedule (s.13) and self-declaration form stamped by the
EACC.
