Position Summary / Purpose
The purpose of Principal Information Communication Technology Officer job is to head the Division; to plan, develop and deploy ICT policy, framework and systems as well as ICT policies and procedures in order to create efficiency and effectiveness in the day-to-day operations of the Institute; provide advisory services to departments / sections on matters related to ICT, coordinate and develop; departmental/sectional websites; develop and implement computerized information systems and KIPPRA information infrastructure in KIPPRA; build internal capacity; provide maintenance and support
services.
Key Responsibilities
Duties and responsibilities will entail: -
(i) Developing ICT policies and procedures;
(ii) Supervising and allocate work and duties in the department;
(iii) Participating in preparation procurement plan for ICT related needs for the Institute;
(iv) Preparing and implement work plan, budgets and reports;
(v) Ensuring service level agreements with service providers are adhered to;
(vi) Appraising staff in accordance with agreed work plan;
(vii)Motivating and mentor staff in the division and ensuring good working environment;
(viii) Preparing specifications for new ICT purchases;
(ix) Ensuring software licenses are acquired;
(x) Overseeing installation of software applications and systems;
(xi) Providing end user support to staff to Ensuring smooth running on day-to-day
operations within the organization;
(xii)Overseeing network installation to facilitate effective communication within and
outside the organization;
(xiii)Ensuring ICT projects are implemented in accordance with agreed specifications;
(xiv) Overseeing systems development and implementation;
(xv) Reviewing results of feasibility studies and recommend areas for
automation;
(xvi) Ensuring adherence to Established performance standards in design and
implementation of systems;
(xvii) Ensuring compliance with relevant statutory regulations; and
(xviii) Coordinating systems development and implementation.
Qualifications
For appointment to this grade, a candidate must have:
(i) Bachelor’s degree in computer science, information management or related field
from a recognized Institution;
(ii) Master’s degree in computer science, information management or related field;
(iii) At least six (6) years’ experience in a busy Information Technology environment;
(iv) Membership with a professional body;
(v) Management course lasting not less than four (4) weeks from a recognized
institution;
(vi) Relevant professional qualifications in any of the following: Microsoft Certified
Systems Engineer (MSCE); CCNA certification or its equivalent;
(vii)Database Management Skills (MSSQL/ORACLE/MYSQL); Web development
certification (PHP, HTML, ASP) or IT Audit and security certification; and
(viii)Fulfil the requirements for Chapter six (6) of the Constitution.
