CHIEF SUPPLY CHAIN MANAGEMENT OFFICER (CPSB-7) JG ‘M’ –
ONE (1) POST Advert No. 49/2021/2022
Salary scale: Ksh 41,590 x 2,070 – 43,660 – 45,880 x 2,310 – 48,190 x 2,400 – 50, 590
x 2,550 -53,140 x 2,700 – 55,840 p.m.
Duties and Responsibilities
(i) Key duties and responsibilities at this level will entail;
(ii) Liaise with sections and divisions on issues of procurement
(iii) Receive, examine and process departmental requisitions, verifying
accuracy and completeness.
(iv) Obtain quotations from possible suppliers
(v) Prepare procurement plan
(vi) Prepare requisition and orders for all standard purchases in accordance
with procurement policies and procedures
(vii) Prepare bid forms and tender documents and review tenders received
(viii) Provide recommendations on supplies
(ix) Ensure documents and records relating to procurement of goods and
services are well stored
(x) Conduct vendors, secure price quotations and determine availability of
material goods
(xi) Negotiate the best prices with suppliers
(xii) Liaise with the finance department to reconcile supplies accounts
(xiii) Ensure quick delivery of procurement items from the count’s suppliers
(xiv) Monitor procurement expenditure in comparison to approved budget
Requirements for Appointment
For appointment to this grade, an officer must have:
(i) Served in the grade of Senior Supply Chain Management Officer for a
minimum period of three (3) years in the County Public service or civil
Service or in a comparable position in the public sector or private sector.
(ii) Hold bachelor’s degree in any of the following disciplines: Supply Chain
Management; Procurement and Logistics; Purchasing and Supplies;
Procurement and Contract Management; Supply Chain Management and
Logistics; Transport and Logistics; Commerce (Purchasing and Supplies
option) from a recognized institution;
OR
Bachelor’s degree in any of the following disciplines: - Commerce,
Marketing, Economics, Business Management or Law with a Diploma in
either purchasing and Supplies Management or Procurement and
Logistics or its equivalent qualification from a recognized institution;
(iii) Certified Procurement and Supply Professional of Kenya (CPSP-K) or
Advanced Diploma in Supplies Management Final Stage (FIS) or
Chartered Institute of Procurement and Supply (CIPS);
(iv) Membership of the Kenya Institute of Supplies Management (KISM);
(v) Certificate in computer application skills; and
(vi) Shown merit and ability as reflected in work performance and results.
