Duties and Responsibilities
Human Resource Management and Development
The officer will be responsible for;
(i) Collection, collation and analysis of human resource management and
development data from county departments. Making appropriate
recommendations;
(ii) Preparing of reports; analyzing human resource management and
development issues from county human Departments and initiating
appropriate action;
(iii) Monitoring the implementation and effectiveness of Human Resource
Management and development policies, guidelines and procedures in
county departments.
(iv) Coordinating vetting and processing nominations for Development
partners ’scholarships;
(v) Participating in organizing in-service training programmes and
workshops;
(vi) Preparing training projections; processing course announcements and
approvals; and processing unpaid leave cases.
(vii) Handling issues relating to Pension management and Union matters.
(viii) Analyzing utilization of human resources and advising on proper
deployment; analyzing staff progression and making proposals for career
development;
(ix) Ensuring the correct interpretation and implementation of human resource
management and development regulations, labour laws and other statutes;
(x) Managing the human resource information Systems; preparing and
compiling reports on the implementation of Performance Management
systems including Performance Appraisal Systems;
(xi) Assist in developing training projections and plans; coordinating the
Preparation and processing of cases for the County Human Resource
Management Advisory Committee.
(xii) Organizing, coordinating, monitoring and evaluating training
programmes and facilitating the nomination of officers for scholarships;
(xiii) Taking custody of Human Resource Development records and
supervising training needs assessment and development.
Requirements for Appointment
For appointment to this grade, an officer must have:
(i) Served in the grade of Chief Human Resource Management and
Development Officer for a minimum period of three (3) years or in a
comparable position in the Public or private sector;
(ii) Hold bachelor’s degree in any of the following fields: Human Resource
Management, Human Resource Development, Human Resource
Planning, Business Administration, Education, Sociology, Political
Science/ Government, Anthropology or any other relevant Social Science
from a recognized institution;
(iii) Higher Diploma in any of the following fields: Human Resource
Management, Human Resource Development, Industrial Relations,
Labour Relations or its equivalent from a recognized institution;
(iv) Certificate in Senior Management Course lasting not less than four (4)
Weeks from a recognized institution;
(v) Membership to a relevant professional body;
(vi) Certificate in computer applications skills from a recognized institution;
and;
(vii) Demonstrate merit and ability as reflected in work performance and
results.
(viii) Experience in handling union matters or pension management will be an
added advantage.
