TERMS OF SERVICE: CONTRACT
(a)Duties and Responsibilities
Duties and responsibilities at this level include: –
- Advising the county government on physical and land use planning matters that impact
the county
- Coordinating preparation of county, urban and rural physical development plans
- Overseeing the formulation of physical planning manuals, standards and guidelines
- Coordinating research on matters relating to strategic national projects and programmes,
human settlement patterns, urbanization patterns, urban sprawl and emerging
methodologies, issues and trends
- Formulating strategies for public education, participation and engagement
- Overseeing the preparation of annual state of physical planning reports
- Liaising with the entire national and other departments in reviewing land use conflicts.
- Monitoring and evaluation of physical planning projects/programmes at the county levels;
- Preparing and implementing strategic plans and annual work plans
- Recommending to the county government the establishment of planning units as may be
necessary
- Maintaining a land information system to guide physical and land use planning
-Issuance of development permission and other development control instruments under this
act with the approval of the county executive committee member
- Maintaining a land information system to guide physical and land use planning
- Communicating decisions of the county government development applications
- Overseeing planning and budgeting for the department
- Mobilization of resources
- Managing, mentoring and facilitating continuous professional development of staff
- Performing any other duties as assigned by the chief officer from time to time.
(b)Requirements for Appointment
For appointment to this position, an officer must:
- Be a registered Physical Planner by the Physical Planners Registration Board;
- Have at least five (5) years post qualification professional experience in physical and land
use planning and currently serving in the grade of Principal Physical Planner and above or
in a comparable and relevant position in the public service or Private sector
- Have Bachelor’s degree in any of the following disciplines: – Urban and Regional
Planning, Urban Planning or Town Planning or equivalent from a University recognized
in Kenya;
- Be a corporate member in good standing of Kenya Institute of Planners or Architectural
Association of Kenya (Town Planning Chapter)
- Have proven administrative ability and professional competence necessary for the effective
performance of work at this level;
- Demonstrated managerial and professional competence in work performance and
exhibited a thorough understanding of national policies, goals, objectives and ability to
relate them to the Physical Planning function.
- Demonstrate professional ability, high integrity and competence matched by a proper
appreciation of the country's socio economic development needs at the national, sectorial
and focal levels
- A master’s degree in in Urban and Regional Planning, Urban Planning, Regional
Planning, Town Planning or GIS from a recognized institution will be an added advantage
- Must be proficient in ICT with demonstrable competence in computer aided design and
controls.
