REF: TUR/CPSB/004/2023/2024: COUNTY DIRECTOR FOR LITIGATION,
LEGAL AUDIT & COMPLIANCE (JOB GRADE CPSB 3) ONE (1) POST
Duties and Responsibilities
i. Leading and coordinating implementation of the technical and thematic programmatic
areas including litigation, contracts and procurement, legislative drafting and revision of
county laws, and legal audits and revaluations on compliance with county and national
laws;
ii. Ensuring implementation and realization of objects if the Turkana County integrated
development plan (CIDP), sectoral strategic plans and objectives in respect of the legal and
governance functions of the county government
iii. Coordinating and Facilitating research on legal matters to inform the advice provided by
the office through legal advisory briefs to the county executive, government departments
and agencies;
iv. Ensuring regular performance of legal audits and evaluations on compliance by the county
government with the implementation of county and national legislations;
v. Representing the county government in court, tribunals, commissions of inquiry or any
such legal forums where the county has interest;
vi. Facilitating the undertaking of policy research and formulation of policy briefs to inform
county executive in decision making especially on legal aspects of their mandates;
vii. Initiating and undertaking research on complex and emerging legal issues, preparing legal
onions and briefs;
viii. Advising on litigation matter to which the county government is a party or has an interest;
ix. Leading teams of counsels and consultants in analyzing research data and compiling
reports to inform management in decision making;
x. Developing proposals for reforms on emerging legal issues;
xi. Supporting legal counsels and consultant in drafting legislation and revisions of county
laws;
xii. Ensuring compliance with principles and values of good governance, human rights,
transparency, accountability, ethics and integrity;
xiii. Providing legal guidance and facilitate the necessary gazettement;
xiv. Guiding and supervising legal counsel and consultants in the drafting of government
contracts, lease agreements and memorandum of understanding between the county
government and its partners;
xv. Representing the office from time to time and articulating the county views on legal
matters in meeting, seminars, negotiations and conventions;
xvi. Coordinating and facilitating public participation and consultative meetings in the
development of polices and laws;
xvii. Ensuring compliance with principles of goods governance, human rights, transparency and
accountability, ethics and integrity;
xviii. Supervising and building capacities of legal counsels to effectively and efficiently perform
the functions assigned to them in accordance with the performance contracts and the law;xix. Performing any other functions that the county Attorney may from time to time assign to
the director for legal services as mandated by law.
Requirements for Appointment
i. Must be an advocate of the high court of Kenya with a current practicing;
ii. Must satisfy the requirements of chapter 6 of the Constitution of Kenya;
iii. Must have a Bachelor of Laws degree (LLB) from a recognized university and a
postgraduate diploma in legal studies recognized by the council of legal education;
iv. A Masters in law will be an added advantage;
v. At least (4) years’ experience at a senior management level in the legal field either in the
public service or private sector or a practicing advocate with similar experience;
vi. Demonstrate administrative and professional competence in work performance at that
level;
vii. A certificate in legislative drafting is not a requirement but an added advantage;
viii. Knowledge in records of relevant laws and professional standards;
ix. Demonstrate sound skills and competencies negotiation, mediation, conflict resolution,
leadership and team building.
