Basic Salary: Kshs. 87,360 x 3,190 - 90,550 x 4,490 - 95,040 x 4,860 - 99,900 x 5,010 - 104,910 x 5,240 - 110,150 x 5,500 - 115,650 x 5,780-121,430 p.m.
Duties and Responsibilities
An Assistant Accountant General will be deployed to Head a larger department such as Health Services and Agriculture with large allocations for development and recurrent expenditure, substantial revenue collections or be a Deputy Head Unit in the Department of Finance or be deployed in the County Treasury Headquarters.
The officer will be responsible to the Head of Treasury for the following functions in:
i.Monitoring the implementation of Accounting standards and systems for compliance including Integrated Financial Management Information System (IFMIS) operations;
ii.Follow up on Audit matters including compilation of Treasury memorandum in respect of ministries/districts allocated to the officer;
iii.Follow up on the implementation of County Assembly Public Accounts Committee recommendations for the County;
iv.Preparation of Bi-annual Accounts;
v.Consolidation of cash flow projections submitted by Departments;
vi.Maintaining a check-list of returns and reports received from departments to ensure compliance with law and Treasury circulars;
vii.Assisting in the administration of the Accounting Unit;
viii.Assisting the head of the Accounting unit to provide advisory services to the Accounting Officer and other stake holders on all financial and accounting matters in the department; and
Setting targets for the accounts staff and evaluating achievements.
Requirements for Appointment
For appointment to this grade, the officer must have: -
i.Served in the grade of Principal Accountant, Job Group CPSB 06/‘N’ or in a comparable and relevant position in the public service for a minimum period of three (3) years;
ii.Passed Part III of Certified Public Accountants (CPA) Examination or its recognized equivalent;
iii.Master’s degree in any of the following will be an added advantage:- Commerce, Accounting, Business Administration, Finance or their equivalent qualification from a recognized institution;
iv.Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and Registration of Accountants Board (RAB); and
v.Shown merit and ability as reflected in work performance and results.
