PSC 15
(a) Duties and Responsibilities
1. Formulation, interpretation and application of human resource policy, procedures, rules and regulations;
2. Personnel emoluments, estimates and expenditure control;
3. Administration of pension schemes, gratuities, schemes of service and approval of leave;
4. Staff performance management and career development;
5. Staff insurance, salary advances and salary in advance;
6. Providing guidance in matters related to appointments and placement, promotions and confirmation of staff;
7. Budget and expenditures control for the Human Resource Department;
8. Implementation of Commission decisions in regards to appointments, promotions, discipline; and
9. Management of staff in the Directorate.
(b) Requirements for Appointment
(i) Served for at least ten (10) years in a Human Resource Office, three (3) of which must be at the grade of Deputy Director Human Capital and Administrative Services; or its equivalent position in a large organization;
(ii) Master’s degree in Human Resources Management;
(iii) Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of human resource and a thorough understanding of Human Resource Management policies, regulations and employee relations, understanding of labour laws and other statutes that impact on human resource;
(iv) Shown merit and ability as reflected in work performance and results;
(v) Certified Human Resource Professional (CHRP) Kenya Course; and
(vi) Be a member in good standing with Institute of Human Resource Management (IHRM).
