Job Description
The Communications Authority of Kenya (CA) is the regulatory agency for the
ICT industry in Kenya with responsibilities in telecommunications, cyber security,
e-commerce, broadcasting, multimedia and postal/courier services. CA is also
responsible for managing the country’s numbering and frequency spectrum resources,
managing and administering the Universal Service Fund (USF) as well as safeguarding
the interests of users of ICT services.
The Authority is seeking a dynamic and visionary leader to serve as the Director
General/Chief Executive Officer.
The Director General is responsible for providing strategic and visionary leadership
and has full operational responsibility in the development, implementation and
evaluation of strategic business plans of the Authority. The DG will play a crucial role in
the management and oversight of the institution, ensuring that CA fulfils its mandate
of regulating and promoting the ICT sector in Kenya.
JOB SUMMARY
Reporting to the Board of Directors, the DG will provide CA with the leadership,
expertise, and strategic direction needed to effectively regulate, promote, and lead the
technology, communications, and broadcasting sector in Kenya. The success of this
role is critical to the growth, competitiveness, and inclusivity of the sector, ultimately
benefiting consumers, industry players, and the national economy.
The DG will be entrusted with a wide array of core responsibilities to ensure effective
regulation and promotion of the ICT sector in the country. The DG will be expected
to provide visionary leadership, set a strategic vision for CA, and foster a culture of
innovation and excellence within the organization. They will play a pivotal role in
developing, implementing, and enforcing regulatory policies and standards while
ensuring that regulatory decisions are fair, impartial, and in the public interest.
Moreover, the DG will be responsible for building and maintaining strong relationships
with industry stakeholders, government agencies, and international bodies, and will be
the primary representative of CA in negotiations and discussions related to the sector.
They will monitor and enforce compliance with regulatory requirements, address
violations, and manage CA’s financial and human resources effectively to secure the
organization’s fiscal health and sustainable growth.
The DG will also provide expertise, and oversee the interpretation and drafting of
regulations, ensuring transparency, accountability, and good governance in CA’s
operations. Staying informed about emerging technologies and encouraging innovation
will be essential to drive the sector’s development and competitiveness.

KEY RESPONSIBILITIES
• Strategic Leadership: The DG is the Chief Executive Officer and the Accounting
Officer of the Authority managing the day-to-day business, providing overall
leadership and is the spokesperson of the Authority on all operational matters. The
DG is tasked with providing strategic leadership, setting a clear vision for CA, and
aligning its operations with the national and sectoral objectives.
CA is at the forefront of the rapidly evolving ICT sector, which is influenced by
changing technologies, consumer needs, and international trends. A DG with a clear
strategic vision and the ability to adapt to these changes is essential to ensure that
CA can effectively regulate and promote the sector’s growth.
• Regulatory Expertise: Effective regulation of the ICT industry requires a deep
understanding of complex technical, legal, and operational aspects. The DG should
have the expertise and experience to navigate this intricate landscape, ensuring that
regulations are up-to-date, effective, and in the public interest. The DG should also
ensure continuous improvements in the quality and responsiveness of regulatory
frameworks developed and adopted by the Authority.
• Stakeholder Engagement: The DG will serve as the primary point of contact for
industry stakeholders, government bodies, and international organizations. Strong
relationships and diplomacy are critical to managing these partnerships effectively,
promoting sector development, and representing Kenya’s interests on the global
stage.
• Compliance and Enforcement: Ensuring that industry players comply with
regulatory standards and act in the public interest is crucial for maintaining a fair
and competitive marketplace. The DG must possess the skills and determination
to enforce regulations, address violations, and protect consumers. While ensuring
compliance with the laws of Kenya.
• Resource Management: CA’s financial health and sustainable growth depend on sound
resource management. The DG should have the ability to manage the organization’s
finances and human resources effectively to ensure operational efficiency and longterm stability. The DG should maintain a conducive work environment that attracts,
retains, and motivates skilled and talented employees while fostering a corporate
culture that promotes implementation of ethical and good corporate governance
practices. The DG is also charged with fostering a culture of innovation, excellence,
and continuous improvement within the organization.
• Reporting and Accountability: Transparency and accountability are essential for
the public’s trust and confidence in CA. The DG will be tasked with developing
and recommending to the Board, the Authority’s strategic plans, work plans and
annual operating budgets, providing regular reports to the CA Board and relevant
government authorities, ensuring that CA operates within the framework of good
governance. It is the DG’s responsibility to ensure continuous achievement of the
Authority’s mission, vision, operating goals, and objectives.
QUALIFICATIONS
1. Education:
• A Bachelors Degree in any of the following: Telecommunications, Information
Technology, Applied and Physical Sciences, Humanities and Social Sciences,
Business related fields, or equivalent qualification (e.g., Law, Business
Administration, Public Administration, or related areas) from a recognized
institution;
• Be proficient in computer applications;
• Fulfil the requirements of Chapter Six of the Constitution.
2. Experience:
• A minimum of ten (10) years of relevant work experience with at least five (5)
years in senior management.
• A strong track record in regulatory, telecommunications, ICT or broadcasting
sectors will be an added advantage.
• Proven leadership in policy formulation and regulatory matters will be an added
advantage.
