(a) Duties and Responsibilities
The Clerk of the Assembly is the Chief Administrative Officer of the County Assembly and is responsible for the
day-to-day management and functioning of the County Assembly. The Clerk also serves as the Secretary to the
County Assembly Service Board and is responsible to the Chairperson of the Board and the Board for the general
working and efficient conduct of business of the Service. In addition, the Clerk is;
i. The Chief Executive Officer of the Board;
ii. The Accounting Officer of the Board;
iii. The Administrative Head of the Service; and
iv. The Custodian of the Board’s records.
Other duties and responsibilities include:
a) Enhancing public understanding and knowledge of the work of the County Assembly and increasing
public accessibility;
b) Rendering of expert, non-partisan and impartial advice to the Speaker and Members of the County
Assembly on the legislative process, and parliamentary procedure and practice;
c) Marshalling all decisions arrived at and all legislative measures passed by the County Assembly
Assignment of duties and supervision of the staff of the Board;
d) Ensuring staff compliance with public service values, principles and ethics;
e) Execution of the decisions of the Board;
f) Preparation and submission of the programmes necessary for the achievement of the Board’s mandate for
approval by the Board;
g) Causing to be kept records of the proceedings and minutes of the meetings of the Board and such other
records as the Board may direct;
h) Preparation of the Annual Performance Report of the County Assembly;
i) Coordination of external relations including inter-County Assembly relations, conferences and protocol;
(b) Requirements for Appointment
For appointment to this grade, an officer must:
1. Be a citizen of Kenya;
2. Hold a degree from a university recognized in Kenya or its equivalent;
3. Have had at least five years relevant professional experience;
4. Meet the requirements of leadership and integrity set out in Chapter Six of the Constitution.
Being in possession of the following will be an added advantage:
1. Fifteen (15) years’ relevant work experience, five (5) years of which must have served as a Deputy Clerk
or in a comparable position in the public service/private sector;
2. Masters’ degree in any Social Science from a recognized institution;
3. Certificate in Senior Management Course from a recognized institution lasting not less than four weeks;
4. Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a
recognized institution;
5. Demonstrated merit, integrity and professional competence as reflected in work performance and results;
6. Certificate in computer application;
7. Membership to a professional body in good standing
