Job Purpose
Responsible for ensuring protection of marine environment from shipping activities in
accordance with International Conventions and national legislations relating to the
marine environment.
Job Description
Duties and responsibilities
i Co-ordinates the development of the national oil spill response contingency plan
for coastal and inland waterways
ii Supervises the review and update of the national oil spill response contingency
plan for coastal and inland waters
iii Co-ordinates the implementation of the national oil spill response contingency
plan for coastal and inland waters
iv Co-ordinates the implementation of strategies for monitoring and preventing oil
spills in the coastal and inland waters
v Co-operate with relevant stakeholders in the protection of marine environment
from shipping activities
vi Conduct of pollution prevention inspections of Kenyan ports and navigable
waterways
vii Conducting public awareness campaigns on prevention of ship source pollution.
viii Implementation of International Conventions and other instruments relating to
marine pollution response and coordination
ix Integrate the climate change action plan into sectoral strategies, action plans and
other implementation projections for the assigned legislative and policy functions;
x Report on sectoral greenhouse gas emissions for the national inventory;
xi Regularly monitor and review the performance of the integrated climate change
functions through sectoral mandates;
xii Put in place and implement mechanisms for sustainability in performance of
sectoral mandates; and
xiii Report annually to the Council on the status and progress of performance and
implementation of all assigned climate change duties and functions.
Person Specifications
For appointment to this grade, an officer must:
i Bachelor Degree in the Maritime field such as Nautical Science, Marine
Engineering, Mechanical Engineering, Marine Environment or any other relevant
qualifications from a recognized institution OR Certificate of Competency as
Marine Engineer Officer or Deck Officer in accordance with the International
Convention on Standards of Training, Certification and Watch keeping 1978,as
amended
ii Master’s Degree in any of the following: Maritime Affairs, Marine Environment
,Nautical Science, Marine Engineering, Naval Architecture or equivalent
qualifications from a recognized institution will be an added advantage;
iii Must be a member of a relevant professional body in good standing;
iv Should have relevant experience for a minimum period of three (3) years;
v Certificate in a Management Course from a recognized institution;
vi Good interpersonal relations, high leadership qualities and integrity;
vii Demonstrated values of governance as provided in the Constitution of Kenya;
viii Proficiency in computer applications;
ix A Management Course lasting not less than Four (4) weeks from a recognized
institution;
x Be a member of a relevant professional body where applicable;
