ASSISTANT DIRECTOR MONITORING AND EVALUATION
SERVICES, JOB GROUP ‘P’: One (1) Post
a) Requirements for Appointment
For appointment to this grade, an officer must have: -
i. Be an employee of Tharaka Nithi County
ii. Have a Bachelor’s degree in any of the following disciplines:
Economics, Statistics, Actuarial Science, Mathematics, Project
Planning and Management, community development or
equivalent qualification from a university recognized in Kenya.
iii. Master’s degree in any of the following disciplines: Economics,
Monitoring and Evaluation, Project Planning and Management
or equivalent qualifications from a university recognized in
Kenya will be an added advantage.
iv. Certificate in computer applications from a recognized
institution.
v. Professional certification in Monitoring and Evaluation will be
an added advantage.
vi. Have at least five (5) years professional experience in public
service; and
vii. Have demonstrable competence in administration of not less
than three (3) years;
b) Duties and Responsibilities
The officer reports to the Director Budget and Economic Planning and
will be responsible for assisting the Budget and Economic Planning
in:
i. Lead the monitoring and evaluations team in establishing,
clearly defined and measurable outcomes for the
implementation of the Monitoring and Evaluation framework;
ii. Lead person in monitoring the implementation of national and
county government’s development plans and evaluating the
performance of national and county governments and
recommending appropriate action;
iii. Coordinate the preparation and submission of quarterly and
annual reports of the Committee’s activities;
iv. Coordinate policy development and review;
v. Coordinate development, review and implementation of the
Strategic Plan and Service Charter;
vi. Coordinate the development, implementation and evaluation of
the Performance Contract and Master plan; reporting on
progress in the implementation of projects and programmes;
vii. Coordinating service delivery surveys;
viii. Develop implement and realize the division’s strategic plans and
objectives; preparation and implementation of division’s
performance appraisal systems and contracts; instituting
operational accountability and team building; ensuring
compliance with principles and values of governance such as
transparency, accountability, ethics and integrity; and overall
supervision, control, discipline, recruitment, training and
development of staff within the division.
ix. Carry out feasibility studies on all service delivery projects;
x. In consultation with departmental heads, develop annual work
plans and procurement plans; and
xi. Any other duty that may be assigned by the supervisor from
time to time
