INTERNAL AUDITOR – 2 POSTS

Terms of Service: 3 years’ contract
Salary Scale: Ksh. 38,270 x 1,470 – 39,740 x 1,520 – 41,260 x 1,710 – 42,970 x 1,920 – 44,890 x 2,000 – 46,890 x 2,110 – 49,000 x 2,170- 51,170 p.m.
Duties and Responsibilities
• Performing and controlling the full audit cycle including risk management and control over operations effectiveness, financial reliability and compliance with all applicable law, rules and procedures and regulations.
• Determining internal audit scope and developing annual plans.
• Conducting follow up audits to monitor implementation of the internal auditor’s recommendations.
- Identifying loopholes and recommending risk aversion measures and value for money.
• Offering independent advice to ensure validity, legality and goal achievement to the Executive Committee Members (ECMs), Chief Officers (COs), Directors and other officers at the relevant levels in the county.
• Documenting processes and preparing audit findings on a quarterly basis.
• Preparing and presenting reports that reflect audits results and document process.
• Maintaining open communication with management.
• Performing risk assessment on key county activities i.e., developing and using this information to guide what to cover in audit
-Attending meetings with auditees to develop an understanding of established county procedures.
• Undertaking value for money audits on departmental projects to ascertain their suitability to county’s development agenda.
• Auditing of the county’s fixed assets to ensure no wastage and that proper safeguards are in place for their protection.
• Conducting continuous audits for all county semi-autonomous entities/units e.g., health facilities, County Technical Training Institutes (CTTIs), water companies, sand authority and sub-county AIE’S.
• Conducting audits to ensure that procurement of goods and services is in accordance with the Public Procurement and Asset Disposal Act of 2015
Requirements for appointment
• Holds a Bachelor of Commerce (Accounting/Finance options) or any other business-related degree.
• Fully Qualified Accountant and a Member of ICPAK or any other recognised Accounting Professional body.
• At least three (3) years of experience in an Audit/Accounting environment in public or private service.
• Satisfy the provisions of chapter six of the constitution.
• Demonstrate understanding of national values and principles of governance Article 10 and values and principles of Public Service Article 232 of the Constitution of Kenya, 2010
• Demonstrate knowledge and understanding of the object, principles and functions of the county Governments in Kenya.
