Job Description
The Public Resource Management Expert will lead to national technical assistance around the budgeting process. S/he will work with relevant Parliamentary committees and the Parliamentary Budget Office to develop an overall strategy and framework for advancing parliamentary oversight in the budget cycle. Within this framework, s/he will develop plans to increase the role of Parliament in strategic planning and resource allocation, expenditure management, and performance management.
S/he will have the following qualifications and experience:
• A minimum of a Masters’ Degree in a finance, economics or a related field. PhD would be preferred.
• At least 5 years of professional experience in a senior management/technical leadership role in national budgeting processes.
• Has high level technical expertise to analyze the Government Macroeconomic plan, socio-economic programmes contained in the budget framework document.
• Ability to develop macro-economic measurement variables and indicators to enable Parliament effectively perform its oversight roles.
• Carrying out research on topical studies in some thematic areas of interest to Parliament.
• Providing economic analyses on fiscal policy to members and Parliamentary committees.
