Project Overview and Role:

Health Policy Plus (HP+) is a USAID-funded seven-year $222 million project awarded to Palladium in August 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities. HP+ provides technical assistance to governments, civil society, and the private sector to effectively engage in domestic resource mobilization (DRM), put in place sustainable financing and accountability mechanisms, and make progress toward global, national, and subnational health goals. In addition, HP+ provides programme management support to the DNMP that includes maintenance of their website among other support areas.
Primary Duties and Responsibilities:
In 2018, USAID through HP+ project supported the preparation of the 2019-2023 Kenya Malaria Strategy (KMS). The Development of the strategy was informed by the findings of a comprehensive malaria program review (MPR) that was undertaken in 2018. The MPR showed that while the malaria prevalence increased from 3.5% to 5% from 2007 to 2015, there was an overall reduction in annual parasite incidence. The KMS outlined broader objectives and strategies for implementation to accelerate attainment of an overall goal of reduced malaria incidence and deaths by 75 percent from the levels reported in 2016. The strategy also involved costing the broad interventions and preparation of the financing sustainability chapter which mapped out malaria resources and gaps over the medium term as well as outlining strategies for mobilizing resources to bridge the gap. Other objectives outlined in the KMS included strengthening service delivery systems for malaria elimination by the year 2023, improving access and utilization of malaria services and strengthening surveillance and use of information in decision making. The Division of National Malaria Programme (DNMP) through the support of the USAID and World Health Organization (WHO) intends to undertake a mid-term review (MTR) of the KMS implementation to assess progress towards achievement of the strategic programme and financing objectives. The MTR will also assess the impact of COVID19 on implementation of malaria interventions in the country.
USAID/ Health Policy Plus (HP+) seeks the services of a consultant/technical expert who is knowledgeable and experienced in health financing and economic evaluations in health.
Expectations of the consultancy
The USAID/HP+ consultant will work closely with other consultants and the HP+ team while undertaking the medium-term review of the Kenya Malaria Strategy. Specifically, the consultant will be required to:
- 1. Participate in the inception meetings convened by the MTR technical working group
- 2. Prepare an inception report based on the defined scope of work. The inception report must show consultant’s understanding of the Malaria KMS, specifically the financing/sustainability chapter and overall trends in malaria financing in Kenya.
- 3. Conduct in-depth desk reviews of published reports on financing trends from public both national and county, private and donor sources and based on the findings, prepare a malaria funding landscape report.
- 4. Design data collection tools and conduct key informant interviews and focused group discussions where necessary.
- 5. Prepare a comprehensive review of the financing and sustainability chapter of the KMS.
- 6. Present the findings and review report to the Resource Mobilization Committee of Experts (COE) and MTR taskforce for validation of the findings.
- 7. Work closely with DNMP and HP+ to address comments on the draft report.
Finalize the report.
- 8. Prepare a presentation slide to accompany the final report.
- 9. Support the costing of the updated Kenya Malaria Strategy and financing sustainability chapter.
Expected Deliverables:
- 1. Inception Report
- 2. Draft Mid-Term Review Report on malaria financing landscape analysis and the financing sustainability chapter of the KMS with accompanying slides of the same
- 3. Revised KMS resource requirement (Resource need, available and gap) for the updated costed KMS with updated financing sustainability chapter
Period of Performance:
The period of performance will be October 2021 to December 2021.
Technical Monitor:
Given the level of consultancy, supervision will be undertaken by DNMP with oversight and approvals provided by HP+ upon approval by DNMP.

Required Qualifications:
- 1. Masters degree in Economics, Health Economics and Policy and related field is required. PhD in Economics, Health Economics will be an added advantage.
- 2. Demonstrated experience in conducting programme financial analysis in health, including strategic disease programmes in low- and middle-income countries.
- 3. Demonstrated experience in health financing and costing of strategic disease programmes. Experience in costing of malaria will be an added advantage. f.
- 4. Proven track record of five years or more in health economics, health care financing and/or health policy analysis is required.
- 5. Fluency in written and spoken English and Kiswahili required.
