KCCB-ACTS/9/2022/18 – TECHNICAL ADVISOR - LABORATORY.
JOB PURPOSE
The Laboratory Technical Advisor will provide technical, strategic, and management
support on laboratory and diagnostics systems management to program staff,
County staff, local partners, and facility staff within KCCB ACTS Project. S/he will
oversee laboratory systems strengthening initiatives, capacity building, efficient
networking strategy, laboratory training, mentorship and capacity building, technical
assistance, and quality.
KEY RESPONSIBILITIES
1. Provide technical expertise and leadership to program staff, County staff,
local partners, and facility staff within the supported facilities in the
execution of program deliverables;
2. Support KCCB ACTS affiliated health facilities to strengthen the HIV
services quality standards, including monitoring and maintenance of the
quality of laboratory operations for effective program delivery;
3. Support and strengthen an effective sample networking system for all
funded HIV/TB across the counties; ensure uptake of remote login and lab
manifest;
4. In collaboration with the county teams and supported health facilities,
ensure maintenance of equipment inventory, calibration/certification and
testing of equipment and instruments to ensure accuracy, efficiency, and
safety of performance;
5. Work with other technical staff to ensure laboratory/facility safety, including
health providers safety training and annual Biosafety refresher; monitor
activities to ensure compliance with safety standards;
6. Participate in development of annual laboratory work plan and budget in
liaison with the respective County teams and health facilities, with regular
progress monitoring measures;
7. Participation in relevant technical working groups (TWGs), regional,
County, and program stakeholders’ forums;
8. Support development/review of laboratory SOPS for diagnostics and
surveillance in HIV/TB programs;
9. Support participation in relevant EQA proficiency testing programs in HIV
Testing Services(HTS) and Laboratory by relevant staff in the supported
facilities;
10. Support implementation and monitoring of Laboratory Quality Management
Systems (QMS) within the supported laboratories;
11. Together with the County teams, develop accurate quantification,
forecasting, reporting, and ordering for health laboratory and HIV testing
commodities;
12. Ensure scale-up of RTCQI implementation in all the supported facilities and
implementation of corrective measures;
13. Support horizontal scale-up and activation of HIV Recency in the supported
sites across the KCCB ACTS supported health facilities;
14. Support implementation of a quality improvement and data use for program
improvement;
15. Coordinate and supervise the Program Officer-laboratory services within
the program to ensure laboratory indicators are achieved in every KCCB
ACTS supported facility;
16. Ensure timely reporting on commodity utilization into HCMP and DHIS;
17. Assist all points of service in troubleshooting all problems that occur within
a laboratory;
18. Establish relationships with laboratories designated as central laboratories
for selected services to ensure KCCB ACTS supported health facilities have
timely and adequate access to these services;
19. Give technical support to KCCB ACTS supported health facilities on Biosafety, Biosecurity and IPC;
20. Participate in program evaluations that may be undertaken by KCCB ACTS
or any of her collaborating partners;
21. Participate in joint quarterly support supervision of health facilities by
CHMTs and KCCB ACTS;
22. Perform related work as required and carries out any other essential tasks
related to the KCCB ACTS and General Secretariat’s goals that may
reasonably be assigned.
Minimum Qualifications, Experience & Skills
1. Bachelor’s degree in laboratory sciences;
2. Master’s degree is an added advantage
3. Registered with KMLTTB and possessing valid practicing license
4. At least 5 years of experience managing laboratory services in a
PEPFAR-funded projects
5. Be experienced and well versed with PEPFAR/CDC laboratory
indicator reporting requirements
6. Knowledge of current technological developments/trends and
guidelines in HIV/TB diagnostic management;
7. Experience in working with the Counties, MOH and FBOs
collaboratively is mandatory and especially with regard to health
systems strengthening;
8. Ability to supervise and train staff;
9. Ability to communicate effectively, both orally and in writing;
