ASSISTANT DIRECTOR, HUMAN RESOURCE MANAGEMENT, KNEC GRADE 4 (1
POST)
(a) Job Specifications
(i) Coordinating human resource planning within the Council;
(ii) Developing and proposing a review of human resources policies and procedures best
practices;
(iii)Promoting a high-performance culture and employee empowerment programs;
(iv)Providing secretarial services to the Management Advisory Committee;
(v) Developing, recommending and ensuring effective implementation of staff
compensation and rewards systems;
(vi)Coordinating gender, disability, alcohol and drug abuse mainstreaming programs
within the Council;
(vii) Ensuring implementation of employee health and safety programs;
(viii) Promoting the development of staff welfare programs;
(ix)Custodian of staff records;
(x) Overseeing the development and implementation of an effective staff performance
management system;
(xi)Managing staff separation and benefits administration processes;
(xii) Carrying out training needs assessment, monitoring and evaluating staff training
and development programs;
(xiii) Managing the staff skills inventory;
(xiv) Ensuring and maintaining up-to-date human resource information;
(xv) Monitoring and ensuring compliance of the HR quality management standards;
(xvi) Overseeing the Staff welfare and discipline.
(b) Person Specifications
(i) At least ten (10) years cumulative relevant work experience, three (3) of which
should have served at management level;
(ii) Masters Degree in Human Resource Management, Business Administration with a
Human Resource Management or equivalent qualification from a recognized
Institution;
(iii)Bachelors Degree in Human Resource Management or equivalent qualification from a
recognized Institution; OR Bachelors Degree in Social Sciences/Business
Administration/Commerce with Diploma (KNEC) in Human Resource Management or
equivalent qualification from a recognized Institution;
(iv)Higher Diploma in Human Resource Management from a recognized institution;
(v) Management Course lasting not less than four (4) weeks from a recognized
institution;
(vi)Membership to the Institute of Human Resource Management;
(vii) Demonstrated merit in work performance;
(viii) Proficiency in computer application;
