POST
Duties and responsibilities
i. Coordination, supervision and promotion of economic ties with development partners
including but not limited to the Private Sector, National Government Ministries,
Departments and Agencies (MDAs) and Non-State Actors.
ii. Initiate and oversee development of policies, procedures, regulations, guidelines, and
strategies for resource mobilization and partnership development;
iii. Advise the Management on all partnership and resource mobilization issues;
iv. Ensure implementation, coordination and review of resource mobilization and marketing
policies, strategies, and programmes;
v. Coordinate implementation of innovative fundraising and identify new opportunities;
vi. Initiate partnership dialogue with bilateral partners and international financial Institutions;
vii. Coordination of development of policies and legal framework for to mobilization and co-
ordination of external resources
viii. Tracking and reporting on implementation of partner funded programmes and projects
across the sectors including Public Private Partnerships (PPPs), Donations & Grants as well
as other market financial instruments
ix. Management and coordination of Project appraisal for investment decisions.
x. Preparation of specialized reports on public investment to the County Executive
Committee.xi. Track and report on implementation of County investment programmes, Policies, Plans and
Budgets.
xii. Initiate position papers on local and international economic and technical cooperation.
xiii. Analyze global and local macro-economic indicators for informed investment decisions
and partnerships.
xiv. Coordination and promotion of the County as the preferred destination for domestic and
foreign investment.
xv. Implementing sectors developed project proposals for alternative financing.
xvi. Any other duty assigned.
Requirement for appointment
i. Be in Possession of a Bachelor’s degree in Finance, Economics, Statistic, or a related
field.
ii. Be in Possession of a Master’s degree in Economics (Public Finance, Development
Economics, Economic Policy Analysis, Management Decision analysis); Strategic
Planning; Project Planning & Management from a recognized institution will be an
added advantage.
iii. Demonstrated understanding of the Micro & Macro Economic factors and International
Economic environment through training for informed external resource mobilization
strategy.
iv. Over 7 years’ relevant working experience
v. Attended a Senior Management Course lasting not less than four weeks.
vi. Have good analytical and report writing skills.
vii. Have experience in Monitoring and Evaluation of Projects.
viii. Have experience in the implementation of Donor supported Programme/project
ix. Have good communication skills
x. Demonstrated understanding of the County Economic Panning as well as County
Budgeting cycle.
xi. Membership to a relevant professional body.
