PRINCIPAL SUPPLY CHAIN MANAGEMENT OFFICER

NaMATA JOB GRADE 4 – ONE (1) POSITION
(a) Job Specification
The Principal Supply Chain Management Officer, will report to the Deputy Director
(Supply Chain Management). He / She will be responsible for providing advisory /
professional opinion on procurement matters to ensure compliance with the Public
Procurement and Asset Disposal Act 2015, and all other relevant legislation governing the
supply chain management function.
(b) Duties and Responsibilities
Specifically, duties and responsibilities will entail:
(i) Providing input into the annual procurement and disposal plans;
(ii) Implementing the annual procurement and disposal plans;
(iii) Coordinating procurement and disposal activities;
(iv) Preparing contract documents for goods, works and services;
(v) Liaising with the user department to ensure effective implementation of contracts
for goods, works and services;
(vi) Providing secretariat to Committees’ incidental to procurement of goods and
services, and disposal of assets;
(vii) Overseeing periodic and annual stocktaking exercise;
(viii) Coordinating disposal of assets activities; and
(ix) Preparing draft statutory reports to PPRA.
(c) Requirements for Appointment
For appointment to this grade, a candidate must have:
(i) Eight (8) years relevant work experience in public or private, three (3) of which
must have been at a supervisory level;
(ii) Bachelor’s degree in Commerce, Procurement and Supplies Management, or
equivalent qualification from a recognized institution;
(iii) Master’s Degree in Supply Chain Management, Logistics or equivalent
qualification from a recognized institution;
(iv) Be Member of professional body either KISM or CIPS in good standing;
(v) Proficiency in computer skills
(vi) Management Course lasting not less than four (4) weeks from a recognized
institution;
(vii) Demonstrated results in work performance; and
(viii) Fulfil the requirements of Chapter Six (6) of the Constitution.
