a) Job Specification
Duties and responsibilities at this level will entail and not limited to;
• Review, individually, the annual roads work programmes submitted by the road agencies and consolidate the annual roads works programme into annual public roads programme (APRP),
• Develop and implement the prioritization criteria for road maintenance programs;
• Monitoring implementation of APRP and prepare half year and annual APRP implementation reports;
• Planning, organizing, and conducting training programs for Road Agencies and Counties to enhance delivery of road maintenance;
• Maintaining partnerships and collaborations with Road Agencies, County Government, and other relevant stakeholders to enhance delivery of road maintenance programs;
• Monitoring operations of the Board’s regional offices;
• Coordinating and managing, in consultation with the Director, the activities of the Directorate to ensure achievement & performance of assigned duties;
• Monitoring implementation of Road Sector Investment Program;
• Maintaining collaboration and partnerships with development partners supporting road maintenance programs in the road sector;
• Conducting Technical audits of Road agencies to ensure prudent utilization of resources;
• Preparing Audit reports and submit to the Board for approval and submission to the Principal Secretary, State Department of Roads;
• Conducting Technical audits of Programmes funded by Development Partners, where requested, as an assurance and prerequisite for Disbursement of funds;
• Preparing and reviewing the annual audit programme for technical audit of road work activities funded by the Board;
• Preparing audit guidelines, manuals, procedures, and methodology for technical audits; Carrying out post audit reviews and follow-ups to confirm implementation by road agencies of prior audit recommendations;
• Coordinating and actively participating in regional audit dissemination workshops for feedback and participation in audit process by RAs and County Governments for continuous improvement;
• Preparing Terms of References for consultancy services to undertake Monitoring and Evaluation for County Governments;
• Perform other duties and responsibilities assigned by the Director from time to time.
b) Person Specifications
For appointment to this grade, a candidate must have: –

• A minimum of twelve (12) years relevant experience and at least four (4) years in a managerial role in comparable position in the Public Service or in the Private Sector;
• Bachelor’s Degree in civil engineering or equivalent qualification from a recognized institution;
• Master’s degree in Transportation Planning, Civil Engineering, Project Management, Business Management, Environmental Planning, Economics, GIS, Physical Planning, Procurement or any related field from a recognized institution;
• Registered by Engineers Board of Kenya as a Professional Engineer;
• Valid Annual Practicing License from the Engineers Board of Kenya;
• Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
• Membership of the Institution of Engineers of Kenya (IEK);
• Proficiency in computer applications;
• Fulfilled the requirements of Chapter Six of the Constitution.

Terms of Service:
The position is for a 3 – year contract period, renewable upon satisfactory performance. Successful candidates will be offered a competitive remuneration package, including house allowance, medical benefits, gratuity and other benefits in accordance with State Corporations Advisory Committee and Salaries Remuneration Commission guidelines.
