a) Job purpose
The position is responsible for managing the process of creation awareness and
enhancing understanding of insurance concepts by providing information and
objective advice to stakeholders on insurance to enable them make informed
decisions.
b) Job Specifications
Duties and responsibilities will entail:
I. Managerial / Supervisory Responsibilities
(i) Manage formulation of effective strategies, policies and programmes for
consumer education to ensure the Authority achieves its mandate.
(ii) Review reports on insurance awareness and literacy gaps and make
recommendations to management for decision making.
(iii) Coordinate development and delivery of financial education and outreach
programmes to ensure enhanced understanding of insurance concepts by
members of the public;
(iv) Coordinate development and implementation of needs assessment and
baseline surveys to determine value for money on the department’s
intervention.
(v) Review progress reports on consumer education training and outreach
activities and make recommendations to management for effective decision
making.
(vi) Participate in the development and review of the Authority’s strategic plan
(vii) Coordinate Development, implementation, monitoring and evaluation of
risk assessment framework for the department.
(viii) Participate in development of a consumer education strategy and annual
work plan for approval by the Board to guide the Directorate’s work;
(ix) Ensure compliance and direct the implementation of the Risk Management
Policy Framework; and support management in ensuring that the
framework is integrated in the day-to-day activities of the department,
(x) Ensure timely implementation of agreed action arising from audit
recommendations.
II. Operational Responsibilities / Tasks
(i) Coordinate Identification of legislative changes and recommend to
management.
(ii) Formulate and implement consumer education programmes.
(iii) Initiate, coordinate and oversee development of Information, Education &
Communication (IEC) materials
(iv) Monitor and evaluate outreach activities and make recommendations to
management.
(v) Prepare Board and management reports in matters relating to consumer
education
(vi) Responsible for the management of events that have an impact on the
achievement of the department’s operational objectives.
(vii) Manage implementation of the risk management framework across the
Authority to ensure adequate mitigation of risks.
(viii) Ensure compliance with the Directorate’s standard operating procedures;
(ix) Participate in development of the Directorate’s budget and procurement
plans to facilitate execution of the annual work plan.
(x) Supervise, appraise, coach and mentor direct reports;
(xi) Ensure professional standards are maintained by direct reports
c) Persons Specifications
(i) Master’s degree in Commerce, Statistics, Insurance, Actuarial, Education,
Communication, Finance, Risk Management, Economics, Law, ICT,
Business Administration or its equivalent.
(ii) Bachelor’s degree in Commerce, Statistics, Insurance, Actuarial,
Education, Communication, Finance, Risk Management, Economics, Law,
ICT, Business Administration or its equivalent.
(iii) Nine (9) years’ experience
(iv) Professional qualifications in Insurance (ACII/AIIK/FLMI).
(v) Membership to a recognized professional body
(vi) Certificate in Computer Proficiency.
(vii) Management course lasting not less than Two (2) weeks will be an added
advantage.
(viii) Meets provision of chapter six of the Constitution
