HEAD OF FINANCE AND COMMERCIAL SERVICES
JOB REFERENCE: EWASCO/CMT/002/2023
Embu Water and Sanitation Company Limited, a private water utility company fully owned by the County Government of Embu and with a mandate to provide water and sanitation services in Embu County is seeking to recruit a self-driven individual for the position of Head of Finance and Commercial Services .
Reporting to the Managing Director, the successful candidate will be responsible for providing leadership and strategic direction for the development of a sound Financial Framework for the Organization, implementation of the Board Financial Policy and management of overall company assets, financial operations and financial reporting as well as providing advice and direction on the same.
Key Responsibilities
Managerial Responsibilities
i. Ensure achievement of the overall financial goals of the Company.
ii. Lead the development of policies and systems to support efficient functions framework.
iii. Lead the development of procedures and processes to assure efficient service delivery and quality of services to exceed customer expectations.
iv. Initiate, develop and maintain sound and mutual relationship and network with relevant public and private bodies and institutions critical to the success of the functions.
v. Ensure a competent and motivated Finance and Commercial team through quality hiring, training and evaluating of staff; and taking corrective actions to address performance gaps.
vi. Provide sound leadership and supervision to the staff in the department.
vii. Prepare comprehensive annual budgets for the department for approval by the Managing Director.
viii. Ensure compliance with approved budgets including prudent and timely spending.
ix. Ensure timely reporting of the department’s performance.
x. Ensure sound systems, policies and procedures for effective functioning of the department are in place.
Operational Responsibilities
i. Lead in key organizational assignments including strategic plan preparation and monitoring, tariff preparation, implementation, social economic study consultancies, financial feasibility consultancy, tax consultancy among others.
ii. Lead the development of a sound budgeting and budgetary control framework for the Company.
iii. Monitor EWASCO’s budgetary performance highlighting key variances for management action.
iv. Lead the revenue growth and diversification initiatives of the Company.
v. Monitor performance of the Company including revenue growth patterns and productivity.
vi. Oversee Assets Management System for the Fund.
vii. Oversee development of effective internal controls in the area of finance.
viii. Direct the preparation of financial reports, such as income statements, balance sheets, and analyses of future earnings or expenses, that summarizes and forecast the Company's financial position.
ix. In charge of preparing special financial reports required by management, stakeholders and regulatory authorities.
x. Ensure compliance in relation to tax and other statutory regulations.
xi. Attend, take the Finance and Administration Board Committee minutes and report/advise on finance matters.
xii. Coordinate external audit preparation and responding on issues raised to Management.
xiii. Chair departmental meetings, offer guidance.
xiv. Approve bills adjustments.
xv. Signatory to all bank accounts.
xvi. Oversee all asset management for the Company.
xvii. Undertake approval of payments.
xviii. Coordinate sourcing for funding and accounting for same.
xix. Coordinate external reporting to regulators, WSB, donors, on financial matters, ensuring reports are accurate and timely.
xx. Continuous professional development to keep up with current industry trends.
xxi. Prepare and submit timely reports and information for decision making.
REQUIREMENTS FOR APPOINTMENT
i. Bachelor’s degree in Finance or Accounting or any related business field.
ii. Master’s degree in Finance, Accounting or related field will be an added advantage.
iii. Full professional qualification in either ACCA or CPA (K).
iv. Membership to the Institute of Certified Public Accountants of Kenya (ICPAK) and must be a member of good standing in the current year with a current certificate.
v. At least twelve (12) years of experience, five (5) of which should have been in a senior management position.
vi. Proficiency in ICT with strong MS office and internet use knowledge.
vii. Excellent planning and organizational skills.
viii. Strong analytical and excellent communication skills.
ix. Good interpersonal relations skills.
x. Strong leadership and problem-solving skills.
xi. Must satisfy the requirements of chapter six of the constitution of Kenya on Leadership and integrity through provision of; -
a) Current certificate of good conduct from Directorate of Criminal Investigation Department.
b) Current Tax compliance certificate from Kenya Revenue Authority.
c) A clean and current report from an approved credit reference Bureau (CRB).
d) Clearance from the Ethics and Anti-Corruption Commission (EACC).
e) Clearance Certificate from Higher Education Loans Board (HELB).
TERMS OF EMPLOYMENT
The appointment will be for a contract term of 3 YEARS renewable subject to satisfactory performance evidenced by continuous achievement of performance targets.
