Principal Supply Chain Management Officer DPP 6 V/No: 6/2023
REQUIREMENTS FOR APPOINTMENT
For appointment to this grade, a candidate must have:
i) Served in the grade of Senior Supply Chain Management Officer I or in a comparable
and relevant position in the Public Service or Private Sector for a minimum period of
three (3) years;
ii) Bachelor's degree in Procurement and supply management, Business Administration,
Commerce, Logistics, purchasing and supplies management or its equivalent
qualifications from a recognized university;
iii) Member of a professional body of supply chain management officers' i.e. Kenya
Institute of Supplies Management or CIPS;
iv) Be a member of Kenya Institute of Supplies Management with a valid practicing license;
v) Demonstrated merit and ability as reflected in work performance and results; and
vi) Meet the requirements of Chapter Six of the Constitution of Kenya 2o1o; Integrity,
Leadership, Honesty, Accountability and Discipline in the service to people.
Note: Certificate in Senior Management Course lasting not less than four (4) weeks from
a recognized institution will be an added advantage.
DUTIES AND RESPONSIBLITIES
The Principal Supply Chain Management Officer will be responsible to the Senior Principal
Supply Chain Management Officer performing the Supply Chain Management function. The
specific duties and responsibilities will include:
1. Facilitating the research and formulation of Supply Chain Management strategies,
guidelines, policies, procedures and manuals on implementation of Public
Procurement and Asset Disposal Act, Regulations and other Statutes;
z. Supervising the implementation of strategies, policies, procedures and manuals that
safeguard integrity of the procurement processes of the Office;
3. Preparing and implementing the divisions annual work plan and procurement plans;
4. Providing secretariat service to negotiations with suppliers and service providers;
5. Drafting professional opinion and procurement briefs on supply chain matters.
6. Drafting reports on mandatory compliances with all procurement statutory
requirements, Government Circulars and presidential directives and policies issued
by National Treasury and Authority;
7. undertaking and analyzing research (intelligence) on market trends to inform placing
of orders or recommend appropriately awards of all procurement matters;
8. Collecting, collating and analyzing data from the internal and external stakeholders
and make appropriate recommendations thereof;
9. organizing, mobilizing and training of Special Groups suppliers on the Public
Procurement laws to ensure better uptake of the procurement opportunities offered
by the Office;
10. Identifying training needs of the staff in the division;
11. Undertaking market survey and research on supply chain activities to assist in
decision making process;
12. Reviewing contract documents for goods, works and services;
13. Coordinating the uploading of tenders, expression of interest and any other relevant
information to the Public Procurement Information Portal (PPIP) or/and the oDPP's
website; and
14. Coordinating clarifications to bids, addendums and any amendments to tender
documents.
