REQUIREMENTS FOR APPOINTMENT
For appointment to this position, a candidate must have:
i) Served in the grade of Senior Human Resource Development Officer II DPP B or in a
comparable and relevant position in the wider Public Service for a minimum period of
three (3) years;
ii) Bachelor's degree in either, Sociology, Public/Business Administration, Human
Resource Management or any other relevant qualification from a recognized Institution;
iii) Post graduate diploma in Human Resource Management or its equivalent from a
recognized institution;
iv) Demonstrated merit and ability as reflected in work performance and results;
v) Be a member of the Institute of Human Resource Management; and
vi) Meet the requirements of Chapter Six (6) of the Constitution of Kenya 2o1o; Integrity,
Honesty and Accountability.
DUTIES AND RESPONSIBILITIES
An officer at this level will be responsible to the Principal Human Resource Development
Officer. Specifically, duties and responsibilities will include:
1. Implementation of the human resource development strategy;
2. Compiling data for officers to be bonded and collection of the training levy as
stipulated in government regulations and guidelines;
3. Implementation of the ODPP training and development policies and procedures;
4. Compiling data for the preparation of Parliamentary Budget Reports and Briefs on
utilization of Training and Development funds;
5. Implementation of decisions and guidelines of the Human Resource Advisory
Committee -Training;
6. Implementation of performance management system in the division;
7. Secretariat to the Human Resource Advisory Committee - training;
8. Receiving, vetting and processing training requests for deliberation by the Human
Resource Advisory committee;
9. Preparing reports on the effectiveness of the human resource development policies
and procedures and identify gaps for review and recommendations;
10. Implementing training projections and programmes;
11. Reconciliation of the skills inventory and talent register for the ODPP for reference
on key decision making by the management and staff;
12. Implementing Minutes of the Human Resource Advisory Training Committee to
ensure compliance with the Committees' decisions for staff motivation and
enhanced performance; and
13. Participating in the recruitment and placement of pupils and interns.
