Reporting to General Manager, Business Development & Strategy, the job holder is responsible for overseeing monitoring & evaluation of projects; preparation of execution plans; projects risk assessment & management; stakeholder management framework; efficiency framework for tender documents, concepts & detailed designs; CAPEX optimization; employer’s variation & claim advisory and project reporting
Job Description
Duties and responsibilities
i. Ensure projects delivery within Budget, Schedule, Specified Scope and quality by development and implementation of monitoring & evaluation framework that entails Ex-ante, formative and summative evaluations; Logical framework; Earned value analysis (Cost and schedule performance indices).
ii. This ensures efficient utilization of project resources such as time, funds and human capital guided by the Key Performance Indicators.
iii. Development, implementation and monitoring of contracts management framework that entails communication protocols between Employer, Contractors and Engineer; responsibility matrix; interface monitoring; works valuation; variations and claims management; Defects Liability Period Management.
iv. Ensures optimization of capital expenditure in project design, project implementation and contract administration.
v. Interface with sectorial players in the energy sector for integrated projects monitoring and evaluation coordinated by the Government Agencies such MOE, TNT and PDU.
vi. Coordinate with relevant departments in preparation of capital projects KenGen Projects Pipeline for both energy and non-energy projects
vii. Develop and implement efficiency framework that entails review of concept and detailed designs; value engineering during projects planning phase; Risks assessment and monitoring; stakeholder management. To ensure efficiency entrenched during projects planning.
Person Specifications
For appointment to this grade, an officer must have:
i. Bachelor Degree in Engineering, Surveying or Quantity Surveying from a recognized University.
ii. Masters Degree in Project Management, Business Administration or Projects Monitoring & Evaluation.
iii. A minimum of twelve (12) years in relevant work experience, five(5) of which in monitoring and evaluation of infrastructure projects.
iv. Registration with relevant Professional Body.
v. Membership of relevant Professional Institution/Association in good standing
vi. Leadership Course lasting not less than four (4) weeks from a recognized institution;
vii. Fulfilled the requirements of Chapter Six of the Constitution.
