Vacancy - Deputy Director, Legal Services (DD(LS)/02/02/2024)
Job Purpose
To provide secretariat services to the Board and advice on legal and governance issues.
Job Requirements
i. Bachelor of Laws degree;
ii. Master of Laws degree;
iii. Diploma in Law from the Kenya School of Law;
iv. Admission as an Advocate of the High Court of Kenya;
v. Current Practicing Certificate from the High Court of Kenya;
vi. At least ten (10) years relevant working experience, five (5) of which should be in a managerial role;
vii. Certificate in management from a course lasting not less four (4) weeks;
viii. Membership to the Law Society of Kenya;
ix. Demonstrated merit and ability as reflected in work performance and results;
Job Specifications
i. Supervising the review of cross-sectoral laws and the retirement benefits policy framework;
ii. Providing legal interpretation of laws, regulations, Government circulars policies and procedures;
iii. Providing legal opinions on matters under consideration by Management;
iv. Legislative drafting of laws, regulations and other statutory Instruments; supervising negotiation of contracts, leases, formal agreements and other legal instruments;
v. Coordinating arbitration and settlement of disputes;
vi. Reviewing progress of court matters involving the Authority and recommending necessary action;
vii. Reviewing Authority’s publications and innovations and facilitating registration acquisition intellectual property;
viii. Developing effective defense strategies, arguments and testimony in preparation for legal proceedings;
ix. Coordinating the conduct of field investigations to collect evidence and determine the extent of violations of the Retirement Benefits Act;
x. Coordinating the compilation and analysis of data and information to support the amendment of retirement benefits legislation and statutory instruments;
xi. Developing concept papers, preparation of legal briefs and opinions;
xii. Ensuring the filing and prosecution of criminal cases when the violations warrant more severe action;
xiii. Issuing briefs to external lawyers as approved;
xiv. Writing reports on updates of cases handled by external lawyers
xv. Monitoring and reporting on performance progress and risk mitigation activities
