Job Description
Position: Manager, Finance and Accounts

About the Institute:
The Kenya BioVax Institute is a State Corporation tasked with the manufacturing, packaging and commercialization of specialized Health Products and Technologies (HPTs) that include vaccines, therapeutics and other biomedical products.
Job Purpose:
The position will provide leadership, management, and accountability in the functional area of finance and accounts within the existing legal framework of Sec 72 (1) of the Public Financial Management Act of 2012 and any other relevant legal framework governing financial matters within the boundaries of Kenya.
Requirements:
1. A minimum period of ten (10) years relevant work experience three (3) years of which must have been in a supervisory position in the public or private sector;
2. Master’s degree in any of the following disciplines: - Commerce (Accounting/Finance Option) Finance, Economics, Business Administration (Finance Option) or equivalent qualification from a recognized institution;
3. Bachelor’s degree in any of the following disciplines: - Commerce (Accounting/Finance option), Finance, Economics, Business Administration, Business Management or equivalent qualification from a recognized institution;
4. Part III of the Certified Public Accountants (CPA) Examination or equivalent qualification from a recognized institution;
5. Membership to a relevant professional body such as Institute of Public Accountants (ICPAK) Kenya, Association of Chartered certified accountants (ACCA) or equivalent;
6. Leadership Course lasting not less than four (4) weeks from a recognized institution;
7. Proficiency in computer application skills;
8. Demonstrated high standards of professional competence and managerial ability; and
9. Fulfilled the requirements of Chapter Six (6) of the Constitution.

Key Duties & Responsibilities
1. Steer the overall budget preparation process for recurrent and development expenditures at the Institute including annual estimates;
2. Spearhead communication of approved annual estimates to the various departments and divisions for implementation;
3. Lead in monitoring expenditure on projects and programs on a periodic basis;
4. Ensure that performance indicators for various programs being implemented in the Institute have been determined;
5. Initiate preparation of responses to all budgetary matters including all issues raised by Parliamentary Oversight Committees;
6. Oversee the implementation of proposals for financial allocations in the budget;
7. Oversee the preparation of the annual reports and financial statements of the Institute;
8. Oversee the accounting of special funds, programs and project funds;
9. Enforce the application of Generally Accepted Accounting Principles (GAAPS) including the International Public Sector Accounting Standards (IPSAS)/International Financial Reporting Standards (IFRS) in accounting for Institute’s finances, assets, revenue, expenditure and costs;
10. Coordinate the Development of supplementary financial regulations and procedures to enhance internal controls established through normal Treasury regulations and procedures;
11. Coordinate the preparation of responses to all audit queries raised by both internal and external auditors;
12. Coordinate preparation of cash flow projections;
13. Coordinate the development of departmental annual work plans and budgets and ensuring prudent utilization of resources;
14. Participate in developing supplementary financial regulations and procedures to enhance internal controls established through normal Treasury regulations and procedures;
15. Validate final accounts prepared within time frame provided by legislations;
16. Provides necessary financial controls and management;
17. Support mobilization of financial resources to support programmes and key operations of the Institute;
18. Prepares the annual budget and the expenditure framework of the Institute; and
19. Alternate signatory to all bank transactions of the Institute.

The successful applicant will be appointed for five (5) year contract term and may be eligible for reappointment as per the Kenya BioVax Human Resource Policy and Procedures Manual.
