Job Description
Reports to: Manager, Supply Chain
Job purpose
The job holder is responsible for processing requests for quotations and tenders,
evaluation of tenders and production of LPO’s/LSO’s and processing of
payments.
Primary responsibilities
1. Developing and implementing the annual procurement and disposal plans
as per the laid down laws.
2. Assist in developing the departmental ’s work plan and budget and ensure
adherence to set limits and targets.
3. Providing secretariat to committee’s incidental to procurement of good
and services and disposal of assets.
4. Prepare tender documents as well as evaluations criteria with reference to
the pre-qualification list.
5. Liaising with legal and user departments in drawing and managing
procurement contracts.
6. Prepare requisitions for quotations or tenders to prequalified suppliers or
the public.
7. Conducting supplier evaluation and rating.
8. Coordinating preparation of periodic and statutory procurement reports.
9. Overseeing periodic and annual stocktaking exercises.
10. Coordinating disposal of assets activities.
11. Supervise cash purchases /store management/ inspection and issues of
goods.
12. Ensuring delivery of the right quality and quantity of goods, works and
services.
13. Coordinating the disposal of unserviceable stores as per the established
regulations.
14. Carry out designated checks on quality and security aspects of
procurement.
15. Maintain an organized filing and documentation system that ensures all
procurement documents are well filed and in safe custody.
16. Ensure that documents are duly authorized before any procurement
transaction commences.
Requirement/Person Specifications
Academic Qualifications
For appointment to this grade, an Officer must have:
i. At least eight (8) years’ relevant work experience, three (3) of which must
have been at a supervisory level.
ii. Bachelor’s degree in any of the following disciplines: - Supply Chain
Management; Procurement and Logistics.
iii. Master’s degree in any of the following disciplines: -; Supply Chain
Management; Procurement and Logistics; Business Administration
(specializing in Supply Chain Management).
iv. Have a Diploma in supplies management.
v. Membership to Kenya Institute of Supplies Management (KISM) in good
standing.
vi. Fully Certified Procurement and Supply Chain Professional of Kenya (CPSP
-K)
vii. Proficiency in computer applications; and.
viii. Fulfil the requirements of Chapter 6 of the Constitution
