ASSISTANT SERJEANT-AT-ARMS, PSC 6
(a) Duties and Responsibilities
i. Leading the Speaker’s procession;
ii. Performing Messengerial duties;
iii. Maintaining order & decorum;
iv. Conducting Security checks at the entrance;
v. Sorting and distribution of mail, letters, newspapers;
vi. Enforcing and implementing Speaker's orders and other directives;
vii. Controlling and regulating Visitors;
viii. Facilitating school visits and admission to galleries;
ix. Ushering of Diplomats, former MPs and other dignitaries to the Speaker’s row;
x. Ensuring that fire extinguishers are up to date and are inspected accordingly;
xi. Responding to disasters and emergence;
xii. Enforcing Speaker’s rules and orders with respect to admission to offices;
xiii. Controlling and regulating the admission of persons within the buildings;
xiv. Custody of Keys of the Parliament Building;
xv. Inventory control within the Department;
xvi. Attending to Committee Rooms;
xvii. Booking daily visitors registers and Occurrence Book;
xviii. Responding to disasters and emergencies;
xix. Maintaining Security of the Parliament Chambers, Chamber precincts and other related areas;
xx. Controlling the filming and photographing within the Parliament precincts as per the orders of the Speaker;
xxi. Issuing of Gate Passes;
xxii. Securing of meeting venues;
xxiii. Crowd management;
xxiv. Assisting in evacuation procedures; and
xxv. Identifying and ushering members during official events.
(b) Requirements for Appointment
For direct appointment to this grade, a candidate must: -
i. Be in possession of Kenya Certificate of Secondary Education (KCSE) Minimum grade C- (Minus) or its equivalent;
ii. Be in possession of a Paramilitary Training qualifications;
iii. Have a certificate in a relevant discipline from a recognized institution;
iv. Have served satisfactorily in the uniformed service for a period of not less than four years as a Corporal;
v. Have a First Aid certificate; and
vi. Be in possession of a certificate of exemplary service.
