Job Description
Overall responsibility
The overall responsibility for the position will be the coordination of environment, Health and Safety, social, resettlement, valuation and acquisition of assets for the Agency’s infrastructure planning, development and management as per the relevant Acts.
Other duties and responsibilities
• Lead and direct the overall administration and operations of the division.
• Provide leadership in the development of the Environmental and Social Safeguards long-term and short-term water strategies, investment plans, business plans and operating budgets and recommends to the Chief Manager, Water Works for approval.
• Participate in the preparation, review and implementation of the Organization’s five-year strategic plans.
• Oversee the development and implementation of the social, environment, health and safety policies
• Oversee preparation of Terms of Reference (TORs) and scoping plans for projects’ Social Impact Assessment (SIA) and Resettlement Action Plans (RAP).
• Coordinate liaison with the National Land Commission (NLC) and other relevant parties on land acquisition and related resettlement issues and ensure compensation of land and developments is done promptly.
• Oversee participation in the implementation of divisional performance management reports.
• Coordinate conducting of Social Impact Assessment (SIAs) for new projects.
• Coordinate and oversee activities of the National Land Commission and SIA/RAP consultants.
• Manage preparation and review of projects’ SIA/RAP reports.
• Oversee the establishment of proper social and environmental monitoring and control systems and procedures.
• Ensure that the Agency’s infrastructure development complies with environment, health and safety policies, resettlement policies and other government policies and directives.
• Oversee the development and implementation of resettlement action plans (RAP).
• Coordinate performance reporting on social, environment, Health, Safety and environment activities, documenting processes, procedures and decisions, making recommendations as appropriate.
• Coordinate preparation of value-based stakeholder engagement plans and monitor implementation of the same to ensure effective stakeholder relationship
• Guide development and implementation of divisional performance standards together with mechanisms for ensuring compliance therewith.
• Develop and maintain networks and partnerships with development partners for the resource mobilization
• Foster a Corporate culture that promotes ethical practices and good Corporate citizenship.
• Any other duty that may be assigned from time to time
Job requirements
• Bachelor’s Degree Environmental Studies, Economics, Engineering, Natural Resource Management, Social Science or its Equivalent from a recognized institution.
• Management course lasting not less than four (4) weeks
• Membership to a professional body
• Proof of knowledge in Project Management and Resettlement Action Plan
• Experience in implementation of international standards and Safeguards Procedures for the development partners
• Experience in undertaking Environmental and Social Impact Assessment and environmental audits.
• EIA Lead expert
• Have proficiency in computer application skills; and
• Have at least a minimum period of Ten (10) years relevant work experience Five (5) years of which should be in a supervisory position.
• Experience in the water sector will be an added advantage
