Job Description
Overall responsibility
The overall responsibility for the position will be the formulation, monitoring, and review of the Agency’s strategic plan, Annual Operation Plans and key performance management tools in accordance with the organization’s mandate.
Other duties and responsibilities
• Coordinate the development and review of Agency’s strategic plans,
• Provide technical input in the preparation of new bankable water and sanitation infrastructure proposals including Private Public Partnerships (PPPs), Engineering, Procurement, Construction and Financing Contracts (EPC-F) and GoK funded projects;
• Coordinate the development of M&E policy, plans and frameworks for various projects and;
• Monitoring and evaluation of projects and programmes;
• Conducts economic analyses of market trends and investment outlooks and provides recommendations including viability of the projects;
• Identify policy levers and enabling conditions which needed to be addressed to achieve the strategic objectives of the Agency
• Stakeholders’ engagement and ensuring that views of all special interest groups are mainstreamed in the Agency’s plans, programmes and projects
• Knowledge management
• Coordinate the preparation of annual Corporation achievement report
• Undertake Performance appraisal of staff under the division;
• Development of performance culture in the organization;
• Advising the Agency on various economic strategies and policies.
• Responsible for risk management in the division;
• Develop and periodically review the divisional standard operating procedures (SOPs)
• Any other duty that may be assigned from time to time
Job requirements
• Bachelors’ degree in any of the following fields: – Economics, Statistics, Finance or any other equivalent qualification from a recognized institution;
• Management course lasting not less than four (4) weeks
• Membership to a professional body
• Project Training
• Knowledge of Database Management
• Experience and training in the field of Project Management, Monitoring and Evaluation
• Have proficiency in computer application skills; and
• Have at least a minimum period of Ten (10) years relevant work experience Five (5) years of which should be in a supervisory position.
• Experience in the water sector will be an added advantage
