DEPUTY DIRECTOR, INFORMATION COMMUNICATION
TECHNOLOGY NAMATA GRADE 3 (1) POST
The Deputy Director, Information Communication and Technology is
responsible to the Director Corporate Services for promoting,
facilitating and managing the use of ICT in delivery of services through
ICT Project Management and developing ICT systems towards
realization of the Authority’s mandate.
(a) Duties and Responsibilities
Specifically, duties and responsibilities will entail:
(i) Formulate and implement ICT policies, procedures and systems;
(ii) Oversee the planning, designing, implementing and aligning of ICT
strategies for effective management of services at all levels;
(iii) Oversee the Authority’s ICT infrastructure;
(iv) Advise the management on institutionalization of effective ICT
governance structures;
(v) Coordinate the provision of specifications and standards in the
procurement of ICT software and equipment;
(vi) Coordinate the planning, developing, reviewing and implementing
of ICT business disaster recovery strategy;
(vii) Ensure compliance with established Information Communication
Technology standards, procedures and regulations;
(viii) Oversee the staffing of the ICT Division;
(ix) Oversee the Updating the Authority’s website;
(x) Coordinate the provision of technical support services to computer
users as well as training staff to acquire skills needed to
implement computer-based information systems;
(xi) Oversee the development and implementation of Information
Management System
(xii) Oversee the provision of appropriate information and guidance on
emerging trends and best practices in ICT to enable the Authority
optimize usage of technology;
(xiii) Ensure a well-coordinated information dissemination system with
sufficient controls to capture and process data;
(xiv) Coordinate the implementation, administration, upgrading and
maintenance of the network infrastructure including technology
needs assessment and maintenance of network security;
(xv) Oversee relations and Service Level Agreements with ICT
suppliers;
(xvi) Ensure data and systems integrity, availability and confidentiality
(CIA);
(xvii) Coordinate the development, implementation and maintenance of
ICT systems;
(xviii) Ensure adherence to established ICT standards;
(xix) Oversee the Compilation of overall systems documentation;
(xx) ICT Risk management and Business continuity;
(xxi) Coordinate the development, implementation of Information
Security Management System (ISMS) and Database Management
System (DMS);
(xxii) Enforce implementation of ICT policies and procedures.
(xxiii) Review, validate and approve the recommendation of
Hardware/Software specifications for Information Communication
Technology equipment;
(xxiv) Supervise the administration and maintenance of web based
systems and database server’s configuration;
(xxv) Assist in the documentation of the authority’s network
configurations and passwords of critical systems;
(xxvi) Assist in ICT Planning, Budgeting and Reporting;
(xxvii) Supervise and appraise staff in the division;
(xxviii) Review and divisional reports;
(xxix) Represent the division in management meetings;
(xxx) Review and validate training projection for the divisional staff.
(b) Requirements for Appointment
For appointment to this grade, an officer must have:
(i) A minimum of ten (10) years’ experience in relevant work and at
least four (4) years in a management role in the Public Service or
in the Private Sector;
(ii) Master’s Degree in any of the following disciplines: - Information
Technology, Computer Science, Business IT, Software
Engineering, ICT Project Management, Computer Engineering or
any other relevant and equivalent qualification from a recognized
Institution;
(iii) Bachelor’s Degree in any of the following: Information Technology,
Computer Science, Business IT, Software Engineering, ICT Project
Management, Computer Engineering or their equivalent from a
recognized Institution;
(iv) Leadership Course lasting not less than four (4) weeks from a
recognized institution PRINCE2, PMP or equivalent Project
Management Certification;
(v) At least one IT management certification CompTIA Project+,
CAPM, CGEIT, CSM, CISSP, COBIT or other equivalent
qualifications;
(vi) At least one information Security certification CISM, CEH,
CompTIA Security+, CISSP, GSEC or other equivalent
qualifications;
(vii) At least any two (2) certifications from relevant professional bodies
in either CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA,
MCSE, MCSA, MCSD, N+, A+ OCA, CISSP, Linux+, Network+,
Microsoft Certified IT Professional (MCITP), CISA, CISM, CGEIT or
other equivalent qualifications from a recognized institution;
(viii) CISA Membership or an equivalent ICT professional body;
(ix) Demonstrated results in work performance; and
(x) Fulfil the requirements of Chapter Six of the constitution

- Ethics and Anticorruption Commission (Dully filled and completed
first schedule (s.13) and self-declaration form stamped by the
EACC.
