Responsibilities.
The Manager will be responsible to the Head of ICT and key responsibility will be to provide leadership to a highly skilled ICT team within the organization in ensuring there exists strong IT governance framework and ICT strategy that supports the SACCO bussiness inovations and digital platform towards providing value and convenience to our clients/members . Duties and responsibilities will entail:
ICT Infrastructure
(i) Developing, implementing and reviewing the ICT infrastructure policies, procedures, strategies, standards and guidelines in line with the overall corporate plan;
(ii) Ensuring that the LAN/WAN design is always optimal, and network infrastructure is installed and configured to support all required network services and all network- and Internet-enabled applications;
(iii) Performing network management functions including network: user administration; resource management; configuration management; performance management and maintenance;
(iv) Administrating and appropriately allocating ICT resources for server farms and all other hardware and software resources shared on the network;
(v) Protecting all of the organizations ICT resources by physically and logically securing them, and ensuring that appropriate ICT business continuity measures have been implemented and tested;
(vi) Monitoring, analyzing, troubleshooting and taking appropriate corrective measures for all LAN/WAN assets to support optimal application usage, development, support and performance;
(vii) Developing and implementing current and appropriate ICT frameworks and standards to allow for a scalable, highly-available, and robust network and applications;
(viii) Monitoring and providing periodic reporting on the overall state and performance of the: LAN/WAN security; network, server(s), applications and other network resource utilization;
(ix) Documenting the LAN/WAN and overseeing inventory management of both physical ICT and all information technology assets, including, physical network infrastructure, hardware and software products;
(x) Providing support to systems administration, development and support teams as appropriate;
(xi) Developing and specifying network requirements;
(xii) Managing service agreements with external consultants and vendors providing a range of outsourced ICT services;
(xiii) Keeping abreast with emerging trends in ICT practice;
(xiv) preparing divisional monthly performance reports;
(xv) Managing the individual and divisional performance targets; and
(xvi) Coaching and Mentoring staff in the Division.
ICT Systems Application
(i) Developing, implementing and reviewing the ICT application policies, procedures, strategies, standards and guidelines in line with the overall corporate plan;
(ii) Monitoring server, storage and network hardware and systems performance;
(iii) Ensuring that regular systems upgrades including system software upgrades are effected for optimum performance;
(iv) Installing, Configuring, Managing and maintaining the server linux and windows operating systems, e-mail, internet and intranet, firewalls, messaging, business applications and other system tools;
(v) Administering, configuring and troubleshooting servers and storage hardware and operating system software;
(vi) Problem resolution and escalation of server, storage and Virtual Server issues;
(vii) Implementing tactical service improvements, upgrades and system patching;
(viii) Liaising with users, hardware/software vendors and internal systems owners to fine tune systems hardware and software for all systems;
(ix) Planning and implementing system security, including building firewalls, managing host security, file permissions, backup and disaster recovery plans, file system integrity, access control, anti-virus protection;
(x) Operating backup tools and testing of disk and data recovery solutions on all business systems;
(xi) Maintaining systems backup, security and contingency plans to ensure continuity and availability of the business systems;
(xii) Creating and Maintaining systems documentation and procedures;
(xiii) Training users;
(xiv) Ensuring all software is properly licensed, manage inventory of all hardware and software resources;
(xv) preparing divisional monthly performance reports;
(xvi) Managing the individual and divisional performance targets; and
(xvii) Mentoring and coaching staff in the Division.
Requirements:
For appointment to this grade, the Manager must :-
(i) Have served in the grade of Manager, Information Communication Technology for a minimum period of three (3) years.
(ii) Have Bachelor’s degree in any of the following disciplines: Computer Science, Information Technology, Business Information Technology or equivalent qualification from recognized institution;
(iii) Master’s degree required as an added advantage.
(iv) Have Certification in MOUS/A+/N+/Linux certified and any of the following: Relational Data Base Management, Software Development, Systems Security or any other equivalent and relevant qualification from a recognized institution;
(v) Have Certificate in Corporate Governance from a recognized institution.
(vi) Be a member of a relevant professional body; and
(vii) Have demonstrated professional competence and administrative capability as reflected in work performance and results.
(viii) Strong background in IT, Data Science, Innovation leadership is advantageous.
