Duties and Responsibilities
Specific duties and Responsibilities at this level will include but not limited to:
• Ensuring compliance with EMCA 1999 and its regulations to safeguard the environment;
• Developing and coordinating licensing programmes country wide;
• Coordinating preparation of progress reports for the division;
• Monitoring licensing activities;
• Reviewing of the draft license conditions;
• Drafting regulations in consultation with legal and other departments;
• Coordinating licensing under different licensing regimes;
• Developing sector specific guidelines;
• Developing sector specific license conditions;
• Developing annual work plans, budget, and performance targets for the division;
• Coordinating development of work plans and schedules for compliance division;
• Supervising, coaching and appraising staff in the Compliance division.
Requirements for appointment
For appointment to this position, a candidate must have:
• Bachelor’s degree in any of the following fields; Environmental Studies, Environmental Science, Chemistry, Biology, Biochemistry and Chemical Engineering, Environmental Engineering, Natural Science, Community Development or any other relevant field from a recognized institution.
• Master’s degree in any of the following fields; Environmental Studies, Environmental Science, Chemistry, Biology, Biochemistry and Chemical Engineering, Environmental Engineering, Natural Science, Community Development, Project Management or any other relevant field from a recognized institution.
• Management course lasting not less than four (4) weeks from a recognized institution.
• A minimum of ten (10) years relevant work experience and at least three (3) years in a management role in the Public Service or Private Sector.
• Proficiency in Computer Applications.
• Good communications skills.
• Shown merit and ability as reflected in work performance and results.
• Fulfil the requirements of Chapter 6 of the Constitution.
