Job Description
MANAGER, SUPPLY CHAIN MANAGEMENT – GRADE NRV 3
This position is responsible for ensuring that the Agency achieves its strategic goals
through implementation of efficient and effective systems of acquisition of goods,
works and services, as well as disposal of assets in the Agency.
a) Job Specifications
The duties and responsibilities of the officer will entail: -
i. Coordinating the receiving and opening of tenders;
ii. Maintaining and updating periodically standing lists of registered tenderers
required by the Agency;
iii. Preparing and publishing procurement and disposal opportunities including
invitations to tender, pre-qualification documents and invitations for expressions
of interest;
iv. Preparing and issuing of professional opinion;
v. Issuing procurement and disposal documents to candidates in accordance with
the Act and Regulations;
vi. Maintaining and safeguarding procurement and disposal documents and records
in accordance with the Regulations;
vii. Submitting shortlists of pre-qualified tenderers for the accounting officer’s
approval;
viii. Proposing and recommending the membership of evaluation committee to the
accounting officer for approval;
ix. Coordinating the evaluation of tenders, quotations and request for proposals;
x. Recommending a negotiating team for appointment by the accounting officer
where negotiations are allowed by the Act and its Regulations and participate in
negotiations;
xi. Preparing and publishing notices of award and notices of tender acceptance;
xii. Maintaining and archiving documents and records of the procurement and
disposal activities for the required period;
xiii. Providing information, as required, for any petition or investigation to debar a
tenderer or contractor or any investigation under review procedures;
xiv. Implementing the decisions of the accounting officer, including disposal
committee and coordinating all procurement activities;
xv. Acting as a secretary to the evaluation, inspection and acceptance, and disposal
committees;
xvi. Liaising with the PPRA and other bodies on matters related to procurement and
disposal;
xvii. Preparing and submitting statutory reports to the PPRA;
xviii. Monitoring contract management by user departments to ensure implementation
of contracts in accordance with the terms and conditions of the contracts;
xix. Reporting any significant departures from the terms and conditions of the
contract to the head of the procuring entity;
xx. Preparing consolidated procurement and disposal plans.
b) Requirements for Appointment
For appointment to this grade, a candidate must: -
i. At least ten (10) years relevant work experience of which five (5) years should
have been in a supervisory position;
ii. Bachelor’s Degree in Procurement, Purchasing, logistics, or equivalent
qualification from a recognized institution;
iii. Master’s Degree in Supply Chain Management, Procurement and Logistics,
Business Administration or equivalent qualification from a recognized institution;
iv. Membership to the Kenya Institute of Supplies Management (KISM) and in good
standing;
v. Management course lasting not less than four (4) weeks from a recognized
Institution;
vi. Proficiency in computer applications;
vii. Fulfill the requirements of Chapter Six (6) of the Constitution.
