Job Responsibilities
The Director, Infrastructure Development will be responsible to the Chief Executive Officer for providing strategic leadership and direction in the overall management and administration of the Land and Infrastructure Development Department. Duties and responsibilities entail:
i. Providing guidance on the interpretation and implementation of infrastructure regulations, policies, standards and programmes of the Government with regard to special economic zones;
ii. Preparing reports and recommendations for designation, approval, establishment, operation and regulation of special economic zones;
iii. Overseeing the identification and mapping of areas of land to be, or which have been, designated as special economic zones;
iv. Advising on the procurement or availing to developers and operators the areas of land to be, or which have been, designated as special economic zones;
v. Ensuring the determination of investment criteria including investment threshold;
vi. Ensuring the development, operation or maintenance of the appropriate infrastructure up to the perimeter of, or within, select special economic zones;
vii. Advising on the financing of the development and operations of appropriate infrastructure;
viii. Overseeing the undertaking or approval of the development, operation or maintenance, as well as financing appropriate infrastructure up to the perimeter of, or within, select special economic zones, as and when deemed necessary;
ix. Ensuring the preparation of technical recommendations on all aspects of designation, approval, establishment, operation and regulation of special economic zones in regard to Land and environment;
x. Coordinating the identification, mapping and, where necessary, procurement or availing to developers and operators the areas of land to be, or which have been, designated as special economic zones;
xi. Guiding on the determination of the criteria on all matters related to land for designation; and
xii. Coordination and facilitation of Environmental matters in liaison with relevant Government agencies and stakeholders.
xiii. Ensuring the implementation of the regulations, policies, standards and programmes of the Government with regard to planning, design, and construction of special economic zones;
xiv. Coordinating or ensuring the undertaking or approval of the development, operation or maintenance of appropriate infrastructure up to the perimeter of, or within, selected special economic zones;
xv. Preparing reports and recommendations on all aspects relating to planning, design, construction, establishment and operations of special economic zones; and
xvi. Overseeing staff performance management, training and capacity building in the Department.
Education Requirements
Professional Qualifications and Experience
For appointment to this position, a candidate must possess:
(ii) Bachelors Degree in any of the following disciplines: Civil Engineering, Environmental Science, Land Economics or equivalent qualifications from a recognized institution;
(iii) Masters Degree in any of the following disciplines: Civil Engineering, Environmental Science, Land Economics or equivalent qualifications from a recognized institution
experience Requirements
For appointment to this grade, an officer must have:
i. Served in the grade of Manager, Planning, Design and Construction or Land and Environment for a minimum period of three (3) years;
or for a cumulative period of eight (8) years in a relevant field in the Public or Private Sector;
three (3) of which must have been in a Management position;
ii. Certificate in Leadership Course lasting not less than six (6) weeks from a recognized institution;
Skills and Competence
Qualified applicants must;
i. Possess good oral and written communication skills including report writing;
ii. Have a good understanding of the SEZA Mandate;
iii. Demonstrate a high degree of professionalism and competence in work performance;
iv.Be a member of a relevant professional body;
v. Be computer literate;
vi. Have good interpersonal, negotiations, and high leadership qualities;
vii. Met the requirements of Chapter six (6) of the Constitution of Kenya.

(i) Kenya Revenue Authority (Tax Compliance Certificate);
(ii) Higher Education Loans Board (Compliance Certificate);
(iii) Commission for University Education for degrees obtained outside Kenya;
(iv) Ethics and Anti-Corruption Commission (Clearance Certificate);
(v) Directorate of Criminal Investigation (Certificate of Good Conduct);
(vi) Credit Reference Bureau (Clearance Certificate).
