Job Summary
SEZA is seeking to recruit a highly motivated, skilled, dynamic, results oriented and innovative individual of high integrity to fill vacant positions. SEZA invites applications from suitably qualified persons to fill the position of Manager, Licensing.
Job Responsibilities
(i) Notifying the Kenya Revenue Authority of every special economic zone, developer, operator or enterprise licensed under the SEZ Act.
(ii) Developing licensing strategies, guidelines and standards;
(iii) Providing information to relevant stakeholders on licensing of special economic zones;
(iv) Reviewing applications for establishment of special economic zone and granting licences to developers, operators and enterprises;
(v) Issuing Business Service Permit to operate services within Special Economic Zones;
(vi) Recommending the approval for special economic zone developers, operators and enterprises applications for licensing;
(vii) Developing instruments, frameworks and guidelines for licensing of special economic zones developers, operators and enterprises;
(viii) Coordinating research on emerging trends related for licensing of special economic zone developers, operators and enterprises;
(ix) Establishing and promoting efficient and effective collaborations with stakeholders on licensing;
(x) Monitoring and evaluating licensing programmes, patterns and trends for decision making;
(xi) Providing specifications and content for the development of licensing information systems;
(xii) Maintaining licensing Register for special economic zone developers, operators and enterprises;
Education Requirements
Professional Qualifications and Experience
For appointment to this position, a candidate must possess:
i. Bachelors’ Degree in any of the following disciplines: Economics, Business Management/Administration, Public Policy, Laws or equivalent qualifications from a recognized institution;
ii. Masters degree in any of the following disciplines: - Economics, Business Management/Administration, Public Policy, Laws or equivalent qualifications from a recognized institution.
Experience Requirements
i. At least ten (10) years relevant work experience, four (4) of which must have been in a managerial position;
ii. Management Course lasting not less than four (4) weeks from a recognized qualification;
Skills and Competence
i. Demonstrated professional competence and administrative capability as reflected in work performance and results.
ii. Possess good oral and written communication skills including report writing;
iii. Have a good understanding of the SEZA Mandate;
iv. Demonstrate a high degree of professionalism and competence in work performance;
v. Be a member of a relevant professional body;
vi. Be computer literate;
vii. Have good interpersonal, negotiations, and high leadership qualities.

(iii) Commission for University Education for degrees obtained outside Kenya;
(iv) Ethics and Anti-Corruption Commission (Clearance Certificate);
(v) Directorate of Criminal Investigation (Certificate of Good Conduct);
(vi) Credit Reference Bureau (Clearance Certificate).
