DEPARTMENT OF PROCUREMENT
i. Senior Procurement Officer - Grade 13 - CUK/ADMIN./PROC/SPO./6/23 (1)
Remuneration
Basic Salary per month: Kshs. (127,116 – 184,318 /=)
House Allowance per month: Kshs. (58,792 /=)
Applicants should meet the following requirements:
i. Must possess a masters degree and a bachelors degree in Procurement/Supply Chain
Management from an accredited/recognized institution;
ii. Must possess at least three (3) years’ experience in Grade 12 or equivalent in the Public Sector;
iii. Must possess at least nine (9) years’ working experience in Public Sector procurement with hands
on experience in procurement ERP systems and business workflow since attainment of a bachelors
degree in the relevant field;
iv. Must be knowledgeable on Public Sector procurement legal requirements and related
administrative processes and procedures
v. Must be a registered member of the Kenya Institute of Supplies Management;
vi. Must demonstrate professional competence in undertaking procurement work;
vii. Must possess excellent report writing, conflict management, negotiation skills, Leadership skills,
organizational, good Interpersonal relationship, teamwork, time management, communication,
decision making and problem solving skills;
viii. Must be proficient in computer applications;
ix. Must demonstrate excellent customer service skills;
x. Experience in a University setting and possession of a Postgraduate Diploma in Purchasing and
Supplies or any other relevant qualifications will be an added advantage.
Duties and Responsibilities
i. Develop departmental policies and strategy plans in the University;
ii. Manage and Control the budgets and consolidating procurement plans from different
departments;
iii. Monitor compliance with the relevant statutory and regulatory requirements;
iv. Coordinate formulation and implementation of policies to guide the procurement process in the
institution;
v. Develop Work Plans in the department to assist in the smooth running of the Department;
vi. Control procurement procedures within the statutory framework in order to avoid malpractices and
misappropriation of funds in the institution;
vii. Supervise, train and develop the procurement team in order to achieve a good efficient and
competent team;
viii. Oversee the process of tendering and quotations in accordance with the relevant legal
requirements;
ix. Monitor compliance with the Public Procurement and Disposal Act t and other procurement related
legal requirements in the department and across all units in the institution;
x. Communicate to bidders on tenders outcome according to the legal provisions and the best
practice.
xi. Ensure the goods are purchased, inspected, accepted and stored well;
xii. Prepare briefs for the negotiation committee during the evaluation process;
xiii. Carry out market and delivery systems to assess present and future material availability;
xiv. Recommend disposal of unserviceable stores, works and equipment; and
xv. Perform other duties as assigned from time to time.
