GROUP “Q” POSITION: ONE (1).
a). For appointment to this grade, a candidate must:
i). Have served for at least (5) years in the water sector or related field, three (3) of which should have
been in the grade of Senior Superintendent Water, Job Group ‘M’ or above or in a comparable position in
the Public ‘Service;
(ii) Or served for a period of ten (10) years in the Public Service or related field (2) of which must have
been in a middle management position;
(ii) a Bachelor Degree in Civil Engineering or related Engineering field;
(iii) demonstrated a high Degree of administrative
capability, technical and professional competence as reflected in work performance and results: (iv) been
committed to continuous learning: and (v) a clear understanding of National Development Goals and
Vision 2030 and their linkage to the Ministry's strategies.
NB: Those in possession of a Masters Degree in the relevant field from a recognized institution will have
an added advantage
Duties and Responsibilities
(i).In charge of planning, survey and designs of projects in the County. This will include the preparations
of BOQ for all projects to be implemented and
ii).Development and review of general and specific policies and strategies for water conservation and
protection of national water catchment:
(iii). Formulation of long and short-term policies and programmes for water services, and sewerage
development in the County
(iv) studying the social, economic and environmental impact of hydraulic systems and projects on the
integrated development in the Regions;
(v) promoting research in the water and water sector and eventually to establish and manage hydraulic
research and development laboratories
vi).Any other duties as may be assigned by the Director Water Services and the Deputy Director Water
Services
