POSITION: DIRECTOR OF HUMAN RESOURCE MANAGEMENT AND
DEVELOPMENT JOB GROUP CPSB 03 (R)
Number of Posts: One (1) Post
Terms of Service: Four (4) Years Contract
Basic Salary Scale: As provided for by the Salaries and Remunerations Commission
Duties and Responsibilities will entail:
Reporting to the County Chief Officer responsible for Devolution, Public Service and
Administration. An officer at this level will be deployed at the Directorate of Human resource
Management and Development and will be responsible for Human Resource Management for
Planning, Organizing, Administration and Control of the entire Human resource function of
the County.
Specific Duties and Responsibilities will include:
1. Ensuring correct interpretation and implementation of human resource management
policies, rules and regulations including those relating to pensions, salary
administration, labour laws and other statutes that impact on the human resource
2. Advise and coordinate Human Resource Management activities/processes in the
County including recruitment and retention, promotion, placements/deployments,
capacity development of all staff, employee relations/staff welfare, discipline,
remuneration;
3. Processing cases for County Human Resource Management Advisory Committee and
assisting in the implementation of the decisions thereof;
4. Making proposals on human resource planning and succession management;
5. Analyzing staff performance and career progression and making appropriate
recommendations;
6. Preparation of Human Resource brief for policy decision;
7. Coordinate staff capacity development and performance management/ contracting;
8. Ensure proper application and interpretation of Human Resource Management
policies, procedures system and regulations including pensions, salary administration
labour laws and statutes that impact on Human Resource;
9. Handle labour relations and ensure compliance with the Kenya Labour Laws and
Practices;
10. Mentor, counsel, coach team members or resolve interpersonal conflicts among
individuals or team members.
Requirements for Appointments
1. Must be a Kenyan Citizen;
2. Have vast knowledge and relevant work experience of 10 years in Human resource
management, 3 years of which should be at senior Management level in a relevant and
equivalent position either in the Public Service or Private Sector;
3. A Bachelor's degree in Human Resource Management or equivalent qualification, from
a recognized institution;
4. Master's degree in Human Resource Management or equivalent qualification from a
recognized institution will be a desirable added advantage
5. Must be a member in good standing with the Institute of Human Resource management
of Kenya IHRM;
6. Senior Management Course lasting not less than 4 weeks from a recognized institution
or its approved equivalent
7. Certificate in computer application skills from a recognized institution;
8. Certified Human Resource Management Professionals (CHRP) Certificate will be an
added advantage.
