POSITION: CHIEF COMMUNICATION OFFICER JOB GROUP CPSB 07 (M)
Number of Posts: One (1) Post
Terms of Service: Permanent
Basic Salary Scale: As provided for by the Salaries and Remunerations Commission

Duties and Responsibilities
1. Gathering information on programmes, significant events in a specific sectoral area
and the impact on customers, and forwarding the same to the head of Public
Communications Unit for dissemination; Assisting in the development of
communications and media strategy;
2. Editing stories on various topical issues before they are released to the public and
liaising with media practitioners and the public on issues of mutual concern.
3. In addition, the officer will be responsible for scheduling interviews with Government
officials; managing assigned projects/programmes, and organizing events under the
guidance of the head of the Public Communications Unit.
4. Participating in strategic planning, including setting goals and objectives for the
department and creating a plan to achieve them and managing the organization's
branding efforts through advertising, public relations, social media, etc.
5. Coordinating activities with other departments within the organization to ensure that
they align with the County Government's overall message.
6. Developing employee training programs to help staff communicate more effectively
with residents' and partners.
7. Establishing relationships with community leaders and other key contacts who can
help promote the County Government through word of mouth or by providing
positive coverage in the media.
8. Implement media relations, handle public complaints, monitor public perception of the
County Government and analyze stakeholder's feedback, information and
communication.
9. Develop and monitor networks with stakeholders, donors, sponsors and partners.
10. Design and develop Information, Education and Communication (IEC) publications and
materials (documentaries) on County Government.
11. Nurture networks and partnerships with external stakeholders.


Requirements for Appointments
1. Be a Kenyan Citizen
2. Bachelor's Degree in Journalism/Mass Communications/Public Relations/Marketing or
Social Sciences from a recognized institution in Kenya;
3. Have served in the grade of Senior Public Communications Officer or in a comparable
and relevant position for a minimum period of three (3) years;
4. Have a clear understanding of the working of the media and the socio-political
environment in Kenya;
5. Possess good oral and written communication skills in both English and Kiswahili;
6. Possess advanced computer application skills and good writing skills;
7. Demonstrated a high degree of professional competence in communication,
management and administrative capability in performance and results.
