Indirect Reporting: None
Indirect Supervision-Catholic County Liaison Desk officers.
Grade 7: Ksh 1,401,600.00 P.A
DUTIES AND RESPONSIBILITIES
1. KCCB – Parliamentary Liaison Desk Officer will provide key substantive inputs to policy review in the spirit of harmonization in policy dialogue related to deepening democracy, strengthening systems of transparency and accountability, human rights, strategic leadership development, conflict prevention as well as devolved governance and public service delivery.
2. Facilitate a broader advocacy and capacity building efforts of CJPD diocesan offices in relation to engaging their respective county government, access to justice and other key governance areas.
3. Provide research and analysis on key policies and related debates, produce reports, policy briefs, digests and other advocacy materials on key policy issues.
4. Dissemination of periodic Parliamentary updates to stakeholders.
5. Provide strategic information on policy for the Conference of Bishops which will inform their engagement with policy making organs.
6. Work closely with Catholic Members of Parliament, Parliamentary caucuses, Parliamentary Departmental Committees, political parties and Parliamentary Liaison Working Groups to develop and coordinate advocacy and public campaigns on Conference priority themes at National and regional level.
7. Develop/update specific messages and identify advocacy targets on key Conference Priority National and County issues, with the support of Justice and Peace Head of Department.
8. Be the link person of Kenya Conference of Catholic Bishops to Parliament and other Constitutional Bodies.
9.Conduct advocacy with high-level policy making organs in Kenya and where necessary provide support to other staff conducting advocacy on issues of concern to Kenya Conference of Catholic Bishops.
10. Produce materials for advocacy, communications and media purposes on the Conference priorities through research, including drafting or inputting into reports, briefing papers, submissions to Parliament and Government policy making consultations.
Events, External Communications and fundraising
• Work with the Policy and Advocacy teams to organize policy forum and other policy events.
• Fundraising for sustainability of the program through drafting of quality proposal to diverse donors.
REQUIREMENTS
Essential
• Degree related to Public Policy work (e.g., Development Studies, Political Science, International Relations, Law, or Conflict Studies)
• Masters in social sciences is an added advantage
• Good understanding of the public policy in Kenya
• Knowledge and understanding of the Kenya policy landscape and key advocacy targets, and processes governing policy development.
Experience Required
• Substantial experience working in a relevant policy role
• First-hand experience or knowledge of policy development and research and documentation of policy issues
• Proven analytical skills and experience of producing detailed briefings on a variety complex policy issues.
• Experience in drafting submissions /petitions to Parliament with an aim of influencing policies for the common good of the nation.
Desirable
• Knowledge of the Catholic Social Teaching
• Experience working with a Catholic church institution.Skills/ Abilities
• Excellent ability to communicate effectively in English, both verbally and in writing
• Ability to work independently and to meet deadlines

• Good analytical skills, and attention to detail, knowledge on SPSS is added advantage
