Job Description
Pursuant to Section 235 of the Constitution of Kenya, 2010 and Section 58 of the County
Government Act revised edition 2020(2012), the County Government of Kwale wishes to recruit
a competent and qualified person to fill the following position.
SECRETARY- COUNTY PUBLIC SERVICE BOARD (1 POST)
Terms of service: Six (6) years non- renewable contract.
Salary: As prescribed by the Salaries and Remuneration Commission (SRC).
Duties and Responsibilities:-
The secretary shall be;
i. The Chief Executive Officer and Head of the secretariat of the board.
ii. The Secretary to the County Public Service Board.
iii. The Accounting Officer to the County Public Service Board.
iv. Preparing and circulating agenda and minutes of the board meetings.
v. Developing annual work plan for the board with the guidance of the Chairperson.
vi. Conveying the decisions of the board to concerned parties.
vii. Providing guidance and advice to the Secretariat on matters of Ethics and Good
Governance.
viii. Providing strategic leadership for effective delivery of Board’s mandates as per the
Mission, Vision and Strategic Plan.
ix. Preparing regular reports for submission to the County Assembly on the execution of the
functions of the Board.
x. Promoting Public Service values and Principles in the County Government.
xi. Responsible for day to day administration of the secretariat and welfare of staff.
xii. Performing any other duty as assigned by the Board.
Requirements for appointment
i. Be a Kenyan citizen.
ii. Be in possession of a minimum academic qualification of Bachelor’s degree from a
recognized University in Kenya.
iii. Be a Certified Public Secretary in good professional standing.
iv. Have knowledge and experience of not less than Five (5) years of service in public service,
senior administration or management level.
v. Be a professional who demonstrates absence of breach of the relevant professional code
of conduct.
vi. Satisfy the requirements of Chapter Six(6) of the Constitution by attaching the clearance
certificates from the following institutions;
a. Kenya Revenue Authority (KRA)
b. Ethics and Anti- Corruption Commission(EACC)
c. Credit Reference Bureau (CRB)
d. The Criminal Investigation Department (CID)
