POSITION: CHIEF HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT OFFICER-JOB GROUP CPSB 07 'M' (1 POST)
Basic salary: 50,610 x 2,350-52,960 x 2,550 - 55,510 x 2,850 - 58,360 x 2,750- 61,110 x 2,920 - 64,030 x 3,080-67,110 p.m.
Duties and Responsibilities
a) Coordinate Human Resource Services in such areas as appointment, promotion, payroll, management, discipline, pension, succession management establishment and complement control.
b) Analyze the staffing levels and making proposals for succession planning
c) Ensure collection and collation of Human Resource Management and Development data from County Department and Agencies and making appropriate
recommendations
d) Analyze Human Resource Management and Development issues emanating from County Departments and Agencies and initiating appropriate action.
e) Monitor the implementation and effectiveness of Human Resource Management and Development policies, ruled and regulations
f) Analyze utilization of Human Resource and advertising on proper deployment. g) Analyze reports on Human Resource matters received from County departments and agencies and making appropriate proposals.
h) Monitor and evaluate the impact of training programmes on performance and service delivery.
i) Prepare and compile reports on the implementation of performance Management Systems including Performance Appraisal Systems.
j) Analyze staff progression and making proposals for career development and k) Any other lawful duties that may be assigned from time to time.
Requirements for Appointments
a) Served in the grade of Senior Human Resource Management and Development, Officer Job Group CPSB 08/'L' or a comparable position for a minimum period of 3 years.
b) Bachelor's Degree in Human Resource Management or any related Social Science and a Diploma or Postgraduate Diploma in Human Resource Management from a recognized University.
c) Member of the Institute of Human Resource Management in good standing
d) Certificate in Senior Management Course lasting not more than four (4) weeks from a recognized institution.
e) Certificate in Computer Application skills from a recognized institution
f) Demonstrate merit and ability as reflected in work performance and results
