Job Description
Job Purpose
The job holder is responsible for ensuring effective design, construction and supervision of
projects, operations and maintenance of the water and sanitation network under direction of
the Chief Manager, Technical Services.
Key Responsibilities/ Duties / Tasks
I. Supervisory Responsibilities
- Oversee the operations of the design construction department
- Supervises and appraises staff
-Ensure safe custody of tools, equipment and infrastructure
-Supervision of construction works in water and sewerage projects
-Monitoring road works and other development projects which may interfere with both water
and sanitation infrastructure
-Supervision of repair and maintenance works to the company facilities, water and sanitation
ancillaries
-In coordination with GIS ensure all new appurtances are properly mapped and updated to
the GIs system
II. Operational Responsibilities / Tasks
-Preparation of complete project documents including technical designs, tender documents
bills of quantities and material specifications
-Participate in procurement committees
-Develop and implement the section work plans in line with the division strategies
activities
-Prepare and submit progress reports for ongoing projects, appraisal and close out reports
-Identify areas devoid of water and sanitation infrastructure (underserved and unserved)
-Carry out Staff and intern training and mentoring
-Participate in identifying sectional needs for budget formulation
Job Dimensions:
I. Financial Responsibility
Participation in the preparation of departmental budget and Procurement plans with focus on the
section’s budget
II. Responsibility for Physical Assets
-Furniture and fittings of approximately Kshs. 500,000
- Machines and equipment of approximately Kshs. 5 million
- Intangible assets of approximately Kshs. 2 million
III. Decision Making / Job Influence
-Supervisory decisions
-Operational decisions
-Financial decisions
IV. Working Conditions
-Works in a normal office environment (20%)
-Works in the field within the service area (80%)
-Working beyond normal hours including weekends
Job Competencies (Knowledge, Experience and Attributes / Skills).
V, Academic qualifications
Bachelor’s degree in Civil Engineering, Construction Management or an equivalent qualification
from a recognized institution;
VI. Professional Qualifications / Membership to professional bodies
Registrable with the relevant professional body
VII. Previous relevant work experience required.
At least Seven (7) years relevant experience in a reputable organization, four (4) of which should
be in a senior management position;
