Job Description

Compliance Officer (1 positions Nairobi)
Duty Station: Nairobi County Duration: 1-year, renewable contract
Job Purpose:


The Compliance Officer will work closely with senior management, finance and administrative
and human resources staff to ensure compliance with USAID/WV Tumikia Mtoto and CSA
regulations and procedures

The Compliance Officer will perform the following functions-
▪ Establish standards and procedures to ensure the compliance program’s effectiveness and
efficiency, maintaining compliance to organizational policies, procedures and internal
controls.
▪ Plan and engage with USAID/CSA auditors in annual and special audit functions and
coordinate with Operation and Finance Manage and Project Manager and Project
Accountants.
▪ Conduct due diligence to ensure that that USAID/WV Tumikia Mtoto funds are not diverted
from their development purpose outlined in the agreement and are not vulnerable to
corruption, extortion or otherwise benefitting malign groups.
▪ Act as the primary point for communication with legal, finance and County Officials team
disciplines for resolution of contract issues and disputes.
▪ Actively train and mentor staff in the areas of USAID/WV Tumikia Mtoto compliance,
ensuring that high standards are consistently met.
▪ Contribute to the development of financial systems and procedures for CSA.
▪ Conduct regular visits to field offices for monitoring.
▪ Ensure that field offices properly safeguard funds and comply with USAID/Tumikia
Mtoto and CSA financial and accounting procedures are met.
▪ Monitor the performance of all financial and operational functions within Tumikia MtotoDREAMS project.
▪ Ensure that all staff are well versed in donor and CSA policies and procedures, and are
adhering to such standards.
▪ Identify gaps in existing internal control systems, and provide recommendations to
strengthen them;
▪ Review and evaluate the effectiveness and efficiency of operations, reliability of financial
reporting, compliance with applicable laws and the safeguarding of assets.
▪ Plan, perform and report back on internal assessments to ensure that financial control,
financial guidelines of the donor and other control procedures are in place and are being
properly implemented and managed.

Desired Qualifications, Skills and Abilities
▪ A Degree in business administration or accounting; MBA and/or CPA preferred.
▪ 7+ years’ experience with USAID funded projects, contract administration and management.
▪ Knowledge of Federal Acquisition Regulation (FAR) and USAID Acquisition Regulation
(AIDAR).
▪ Demonstrated experience with DCAA audits and Incurred Cost Submission, including
resolution of complex audit issues in a timely manner.
▪ Experience with USIAD instruments and audits, including both Cooperative Agreements and
Contracts.
▪ Strong leadership and analytical skills.
▪ Excellent oral and written communications skills.
▪ Willingness to travel within counties.
▪ Fluency in written and spoken English.
