Job Description
OVERVIEW OF POSITION:
S/he will provide technical assistance and capacity building on monitoring, evaluation, and reporting on the HIV prevention program, specifically DREAMS, Key Populations, and fisher folk within Migori. S/he will coordinate data management for quality and timely implementation, monitoring, and reporting. S/he will supervise and support the ward-based health records/data staff to ensure quality data to inform effective implementation of HIV prevention services for adolescent girls and young women (AGYW), Key Populations (KP) and Priority Populations, specifically fisher folk.
PRIMARY RESPONSIBILITIES:
• Provide overall coordination and support of the planning, design, and implementation of an M&E framework to support the HIV prevention program within Migori County, including development of MER tools and strategies, approaches to synthesize data, and inform the decisions on project performance.
• Work closely with the technical team to set up program responsive monitoring and evaluation systems, tools, reporting structures, and data analysis that track progress and inform review meetings for programming as per the DREAMS, KP, and fisher folk guidance.
• Capacity building through training, mentorship, targeted site visits, and support supervision of field health records/data staff on health information systems to ensure data quality within the HIV Prevention program.
• Provide specialized training to facility and other partner staff in Health Information Systems which include Kenya EMR, DREAMS Database, Web-ADT, and other existing databases.
• Ensure all requisite tools for HIV prevention and treatment services are available in supported facilities, are correctly and accurately documented, and healthcare workers mentored on their appropriate use for reporting.
• Enhance program’s data management practices including data collection, collation, analysis, and timely reporting of supported activities to county, MoH, and donor through KHIS, 3PM and DATIM, tracking performance against targets.
• Provide support for data analysis training to health facility staff with focus on development SQL scripts for data mining in Kenya EMR, navigation and use of DREAMS database, Web-ADT, and other program-supported databases.
• Conduct data analysis, manage program databases, generating reports, and presentation to the program on a monthly/quarterly/annual basis to inform the program, donor, MoH, or as needed.
• Champion CQI activities, guiding facilities and program on projects for improvement monitoring.
• Conduct data quality assessments with strategic action plans for Quality Improvement sharing assessment findings to program and MoH.
REQUIRED QUALIFICATION:
• Minimum of a BSc. in Health Informatics, Statistics, Mathematics, or any other relevant degree. MPH in epidemiology, informatics, or monitoring and evaluation will be an added advantage.
• Proficient in use of data management and analysis tools, and advanced skills in database construction and/or management (SQL, Access, Excel) and various statistical packages such STATA, SAS, SPSS, or R including EPI-Info. Experience with programming software an added advantage
• Advanced computer skills including advanced Excel, MS Access, PowerPoint, and good data analysis and presentation skills
• Minimum of five (5) years’ experience, working in HIV prevention services majorly Key Populations, DREAMS, and fisher folk
• Solid understanding Kenya’s health information systems, and issues related to data (e.g., data security, tracking through the cascade etc.) on Key and Priority Populations including in-depth knowledge of PEPFAR’s MER guidance and MoH reporting requirements cycle
• Demonstrated analytical and problem-solving skills, capacity building skills, communication and interpersonal skills, and providing technical assistance
